RECOMMENDATION:
Staff recommends that City Council adopt the attached Resolution No. 20-0012: 1) awarding a Professional Design Services Agreement to AECOM Technical Services Inc., for the 2020 Storm Drain Master Plan Update Project for $250,000 in response to Request for Proposal (RFP) No. 1215-20; and 2) authorizing the City Manager to execute the Agreement (Attachment).

FISCAL IMPLICATIONS:
The 2020 Storm Drain Master Plan Update Project is in the current approved Capital Improvement Program (CIP) and there are sufficient funds budgeted in the Stormwater Fund to complete the scope of work.
BACKGROUND:
The City currently operates and maintains an extensive storm water conveyance system, including approximately 21 miles of storm drain pipelines. This system is operated in conjunction with the Los Angeles County Department of Public Works (LACDPW), which operates and maintains the backbone of the storm drain system as well as two major pump plants (Polliwog Pond & Johnson Street) within the City. The City owns and operates the remaining storm drain facilities, including two small pump plants (Westdrift Hotel Golf Course and 23rd Street at Peck Avenue), and cleans the existing storm drain catch basins annually.
In 1996, the City completed a Storm Drain Master Plan. In 2013, the City also completed a Storm Drain Condition Assessment that documented the condition of the existing stormwater drainage system, identified drainage deficiencies, and prioritized system repairs and upgrades to correct those deficiencies. The City has implemented some of the improvements identified as high priority in the 2013 Assessment with available funding.
Notably, since completion of the City’s previous Storm Drain Master Plan in 1996, the City has undergone dramatic redevelopment of residential properties, which in turn has altered drainage patterns and increased the volume of runoff generated to the storm drain system. An evaluation of capacity of the storm drain network and identification of which pipes should be upsized are needed to ensure that the network operates as intended to prevent localized flooding.
DISCUSSION:
The City issued Request for Proposal (RFP) No. 1215-20 on August 15, 2019, for professional design services for the 2020 Storm Drain Master Plan Update Project. A total of five proposals were received on October 3, 2019. Proposals were evaluated and ranked by an evaluation committee of City staff according to the following selection criteria:
• Understanding Scope of Services;
• Firm qualifications and experience performing similar work;
• Project management methods and quality control;
• Qualification and experience of key personnel and sub-consultants; and
• Timeliness/Schedule.
The top two ranked firms were invited to an interview for further consideration. Based on the selection criteria and interview process, AECOM Technical Services, Inc. had the best overall proposal at the best value. The firm has excellent experience on similar projects and its references confirmed AECOM Technical Services, Inc. has provided outstanding services. The proposal’s scope of work and methodology were clearly outlined, sufficient resources were identified to complete the project in a timely manner, and its staff was well qualified, having previously completed many Storm Drain Master Plan projects.
The scope of work entails:
• Data collection and assessment of the existing storm drain network condition, and review of all available documents of the City’s Storm Drain system.
• Development of computer model, which will analyze system capacity requirements for a 20-year planning period) consistent with LA County design standards).
• Identification and prioritization for upgrading specific storm drain system segments where the current capacity is undersized and cannot convey the design storm volume of runoff.
• Development of a Master Plan Report, including an executive summary and a narrative of all tasks performed, findings and recommendations.
• Concept design treatments, which identify specific areas of infiltration/retention/bio-retention within the public parkway and right of way to minimize upsizing of pipes where possible.
• Development of Drainage Impact Fee charge that can be implemented for all new development/redevelopment based on increase in impervious area for each drainage basin.
Once the design services agreement is fully executed, the 2020 Storm Drain Master Plan Update Project is expected to take approximately nine months to complete.
PUBLIC OUTREACH:
No public outreach was conducted regarding this design services award.
ENVIRONMENTAL REVIEW:
The City has reviewed the proposed project for compliance with the California Environmental Quality Act (CEQA) and has determined that the project qualifies for a Categorical Exemption pursuant to Section 15301 Class 1(d) (repair and maintenance of existing public facilities, involving negligible or no expansion of use) of the State CEQA Guidelines.
LEGAL REVIEW:
The City Attorney has reviewed this report and determined that no additional legal analysis is necessary.
