Recommended Action
RECOMMENDATION:
Staff recommends that City Council formally accept as complete the Veterans Parkway Improvements Project by OakWest Services, Inc.; authorize filing a Notice of Completion with the County Recorder; and release the retention amount of $13,855.51.

FISCAL IMPLICATIONS:
The Veterans Parkway Improvements Project construction contract award was for $275,230, with an authorized construction contingency amount of $7,095, for a total construction budget of $282,325. The work was successfully completed for $277,110. The remaining unexpended balance will be returned to the CIP Fund 401 for re-appropriation to a future project.

BACKGROUND:
On July 7, 2018, City Council awarded a construction contract to OakWest Services, Inc. for the construction of the Veterans Parkway Improvement Project. The work consisted of landscape and hardscape enhancements to the existing Veterans Parkway, which included the addition of boulders for pedestrians to sit on, installation of irrigation, and enhancing the existing landscaping with California-native plants.

DISCUSSION:
Construction began on September 17, 2018, and was completed on March 21, 2019. During the term of the project, the City processed two change orders:

* $20,130 credit (deduction) to the City due to the removal of materials and labor on the west side of the Veterans Parkway across from Joslyn, and the addition of materials and labor near the City's entry way sign located...
