Recommended Action

RECOMMENDATION:

Staff recommends that City Council formally accept as complete the Veterans Parkway Improvements Project by OakWest Services, Inc.; authorize filing a Notice of Completion with the County Recorder; and release the retention amount of $13,855.51.

 

FISCAL IMPLICATIONS:

The Veterans Parkway Improvements Project construction contract award was for $275,230, with an authorized construction contingency amount of $7,095, for a total construction budget of $282,325. The work was successfully completed for $277,110. The remaining unexpended balance will be returned to the CIP Fund 401 for re-appropriation to a future project.

 

BACKGROUND:

On July 7, 2018, City Council awarded a construction contract to OakWest Services, Inc. for the construction of the Veterans Parkway Improvement Project. The work consisted of landscape and hardscape enhancements to the existing Veterans Parkway, which included the addition of boulders for pedestrians to sit on, installation of irrigation, and enhancing the existing landscaping with California-native plants.

 

DISCUSSION:

Construction began on September 17, 2018, and was completed on March 21, 2019. During the term of the project, the City processed two change orders:

 

                     $20,130 credit (deduction) to the City due to the removal of materials and labor on the west side of the Veterans Parkway across from Joslyn, and the addition of materials and labor near the City’s entry way sign located near the intersection of Ardmore Ave. and Boundary Pl.

                     $22,011 for materials and labor to connect the Veterans Parkway trail to the intersection of Valley Dr. and 1st St. and to the new curb ramp on the northwest corner of Ardmore Ave. and 2nd St.

 

These change orders brought the total cost of construction to $277,111, which is below the authorized total construction budget of $282,325.

 

The project is deemed to be complete. All work was inspected by the Public Works Department and found to be in conformance with the plans and specifications. The retention amount of $13,885.51 will be released 35 days after recordation of the Notice of Completion with the County Recorder.

 

PUBLIC OUTREACH:
The work was coordinated and scheduled to minimize the impacts of construction and maintain public access to the Veterans Parkway for area residents, businesses and the general public throughout the entirety of the project.

 

ENVIRONMENTAL REVIEW:
The City reviewed the project for compliance with the California Environmental Quality Act (CEQA) and determined that the project qualified for a Class 1(c) categorical exemption pursuant to Section 15301 of the State CEQA Guidelines. A Notice of Exemption was filed with the Los Angeles County Clerk’s office for the project.

The City Attorney has reviewed this report and determined that no additional legal analysis is necessary.
