Recommended Action
RECOMMENDATION:
Staff recommends the City Council Adopt Resolution No. 19-0031:

1) Awarding a design services agreement to Kimley-Horn and Associates, Inc. for the Roadway Safety Bollards/Barricade Project for $58,328 and authorizing the City Manager to execute the contract;
2) Approving an appropriation of $58,328 from the CIP Fund to complete the professional design services; and
3) Approving a transfer from the unreserved General Fund balance to the CIP Fund in the amount of $58,328.

FISCAL IMPLICATIONS:
No funding was appropriated for this project when City Council directed staff to proceed with evaluating roadway safety bollard options in June 2018. Following several Request for Proposal solicitations, staff received a qualified proposal from Kimley-Horn for $58,328. Staff recommends that the $58,328 needed for the design work be appropriated from the CIP Fund. To ensure the CIP Fund has sufficient funding for required debt service payments and projects approved in the Five Year Capital Improvement Plan, a $58,328 fund transfer from the unreserved General Fund balance is also recommended. The Budget and Expenditure Summary is attached.
