Recommended Action

RECOMMENDATION:

Staff recommends the City Council Adopt Resolution No. 19-0031:

 

1)                     Awarding a design services agreement to Kimley-Horn and Associates, Inc. for the Roadway Safety Bollards/Barricade Project for $58,328 and authorizing the City Manager to execute the contract;

2)                     Approving an appropriation of $58,328 from the CIP Fund to complete the professional design services; and

3)                     Approving a transfer from the unreserved General Fund balance to the CIP Fund in the amount of $58,328.

FISCAL IMPLICATIONS:

No funding was appropriated for this project when City Council directed staff to proceed with evaluating roadway safety bollard options in June 2018. Following several Request for Proposal solicitations, staff received a qualified proposal from Kimley-Horn for $58,328. Staff recommends that the $58,328 needed for the design work be appropriated from the CIP Fund. To ensure the CIP Fund has sufficient funding for required debt service payments and projects approved in the Five Year Capital Improvement Plan, a $58,328 fund transfer from the unreserved General Fund balance is also recommended. The Budget and Expenditure Summary is attached.

 

BACKGROUND:

Currently, the City provides pedestrian protection during community events by parking city vehicles at the event boundaries and by using street barricades (e.g., saw horses, fencing/railing, and signage). While the vehicle barriers can be an effective tool to prevent an errant vehicle from reaching a crowd of pedestrians, it takes those vehicles out of service for any other purpose for hours because it is parked well before, during and after the event until the crowd has dissipated.


On Tuesday, June 5, 2018, City Council directed staff to investigate alternative barrier options for the four intersections most frequently closed for events (see Attachment for locations).  These intersections include: 

                     Farmers Market: At the intersections of 13th Street/Valley Drive and 13th Street/Morningside Drive (two intersections).

                     Pier Events: At the intersections of Manhattan Beach Boulevard/ Manhattan Avenue (west side) and Manhattan Beach Blvd/Ocean Drive (for northbound and southbound traffic).


DISCUSSION:

The City issued Request for Proposal (RFP) No. 1180-19 on August 21, 2018, for Professional Design Scoping Services for the Roadway Safety Bollards/Barricade Project. The City did not receive any proposals by the September 17, 2018, deadline. Staff proceeded to directly reach out to various consultants, providing them the RFP that detailed the scoping services desired, and subsequently received two proposals.

 

Kimley-Horn submitted the most responsive and comprehensive proposal, demonstrating a significant understanding of the key project task and needs of the City. The recommended award of $58,328 will cover the expected costs for the scoping evaluation and design development of bollards/barricades options for this project.

 

Some of the key services that will be provided include:

                     Project coordination, meeting, and management;

                     Data collection and field observations;

                     Design concepts based on the level of security desired;

                     Opinion of probable construction cost; and

                     City Council presentation.

 

Once awarded, the work is expected to take approximately five (5) months to complete.  Please note that this work does not include development of plans and specifications for bidding purposes, but rather is a comprehensive assessment of the best vehicle barrier options for each location and corresponding event, based on the level of pedestrian safety desired.


PUBLIC OUTREACH:
After analysis, staff determined that public outreach was not required at this time for this issue.  Kimley-Horn team will prepare presentation material and will attend one City Council meeting and workshop to demonstrate and discuss project features with City Council, City staff, public audience, and stakeholders.

ENVIRONMENTAL REVIEW:
The City has reviewed the proposed project for compliance with the California Environmental Quality Act (CEQA) and has determined that the project qualifies for a Categorical Exemption pursuant to Section 15301 Class 1 (repair and maintenance of existing public facilities, involving negligible or no expansion of use) of the State CEQA Guidelines. A Notice of Exemption was filed with the Los Angeles County Clerk’s Office for the Project.

LEGAL REVIEW:
The City Attorney has reviewed this report and determined that no additional legal analysis is necessary.
