RECOMMENDATION:
Staff recommends that the City Council:

1. Formally accept as complete the Parking Lot 1 Retaining Wall Project constructed by CERCO Inc. dba CERCO Engineering;
2. Authorize filing of the appropriate Notice of Completion with the County Recorder's Office; and
3. Approve the release of retention for $6,097.66 to CERCO Inc. dba CERCO Engineering.

FISCAL IMPLICATIONS:
The Parking Lot 1 Retaining Wall Project construction contract award was $118,895.00 with an authorized construction contingency amount of $17,834.00, for a total construction budget of $136,729.00. The work was successfully completed for $121,953.10. The remaining unexpended balance will be returned to the Parking Fund, available for future parking facility improvements.

BACKGROUND:
On September 19, 2017, City Council awarded a construction contract to CERCO Engineering for the reconstruction of a retaining wall at Parking Lot 1. Parking Lot 1 is located on Bayview Drive at 10th Street. The parking lot's retaining wall, adjacent to Bayview Drive, showed varying signs of deterioration due to age and exposure to the harsh marine environment.

DISCUSSION:
Construction began on November 1, 2017, and was completed December 6, 2017. The final construction cost is $121,953.10. Funds totaling $3,058.00 were utilized out of the $17,834.00 contingency amount because additional concrete was required for the retaining ...
