Recommended Action
RECOMMENDATION:
Staff recommends that the City Council:

1. Formally accept as complete the 3rd Street Improvements Project constructed by EBS General Engineering Inc.;
2. Authorize filing of the appropriate Notice of Completion with the County Recorder's Office; and
3. Approve the release of retention amount of $8,537.00 to EBS General Engineering Inc.

FISCAL IMPLICATIONS:
The 3rd Street Improvements Project construction contract award was $172,720, with an authorized construction contingency of $34,544, for a total construction budget of $207,264. The work was successfully completed for $170,740. The remaining balance will be returned to the Measure R Local Returns fund balance to be appropriated for future street improvement projects.

BACKGROUND:
On June 6, 2017, City Council awarded a construction contract to EBS General Engineering Inc. for the 3rd Street Improvements Project. 3rd Street is a residential cul-de-sac street located just west of Johnson Street. The street had significant levels of pavement distress and had considerable drainage problems due to its relatively flat elevation. This contributed to the degradation of the pavement and portions of its base, thus necessitating its repair.
