Recommended Action
RECOMMENDATION:
Staff recommends that City Council adopt a Resolution approving the following:

a) Award a construction contract to CERCO Inc. dba CERCO Engineering (CERCO) for $118,895.00 and authorize the City Manager to execute the contract for the Parking Lot 1 Retaining Wall Project (Attachments 1 and 3);
b) Authorize the City Manager to approve additional work, if necessary, for up to $17,834 (15% of construction contract); and
c) Approve the plans and specifications for the Parking Lot 1 Retaining Wall Project (Attachment 5: Web-link provided).

FISCAL IMPLICATIONS:
A total of $180,320 in the Parking Revenue Fund has been appropriated for this project in the 2017/18 Capital Improvement Plan Budget. The Contractor's bid for the project is $118,895.00. Therefore, sufficient funds are available to complete the project.

BACKGROUND:
Parking Lot 1 is located on Bayview Drive at 10th Street. The parking lot's retaining wall, adjacent to Bayview Drive (Attachment 2: Location Map), shows varying signs of deterioration due to age and exposure to the harsh marine environment (Attachment 3: Image). The block wall grout is displaced and corroded rebar is exposed in certain places. In order to preserve the functionality of the wall, a structural evaluation and construction plans were recently completed to initiate the rehabilitation work that is now needed.
