Recommended Action

RECOMMENDATION:

Staff recommends that City Council adopt a Resolution approving the following:

 

a)                     Award a construction contract to CERCO Inc. dba CERCO Engineering (CERCO) for $118,895.00 and authorize the City Manager to execute the contract for the Parking Lot 1 Retaining Wall Project (Attachments 1 and 3);

b)                     Authorize the City Manager to approve additional work, if necessary, for up to $17,834 (15% of construction contract); and

c)                     Approve the plans and specifications for the Parking Lot 1 Retaining Wall Project (Attachment 5: Web-link provided).

FISCAL IMPLICATIONS:

A total of $180,320 in the Parking Revenue Fund has been appropriated for this project in the 2017/18 Capital Improvement Plan Budget.  The Contractor’s bid for the project is $118,895.00. Therefore, sufficient funds are available to complete the project.

 

BACKGROUND:

Parking Lot 1 is located on Bayview Drive at 10th Street. The parking lot’s retaining wall, adjacent to Bayview Drive (Attachment 2: Location Map), shows varying signs of deterioration due to age and exposure to the harsh marine environment (Attachment 3: Image).  The block wall grout is displaced and corroded rebar is exposed in certain places.  In order to preserve the functionality of the wall, a structural evaluation and construction plans were recently completed to initiate the rehabilitation work that is now needed.


DISCUSSION:

The Parking Lot 1 Retaining Wall Project was advertised for bids in the Beach Reporter, the City’s publisher of record, on the City’s website and in several construction industry publications, including the Dodge Green Sheet, Reed Construction Data, and Associated General Contractors of America.  Seven bids were received and opened on August 14, 2017.  The bid results are as follows:

CERCO’s bid proposal (Attachment 5) was reviewed by the Public Works Department and found to be responsive. Staff reviewed CERCO’s contractor license and found it to be in order. Additionally, references indicate CERCO has the knowledge and capability to complete the work in a timely and acceptable manner.  The work is anticipated to occur early October and completed towards the end of November.

 

Staff recommends that City Council authorize the City Manager to execute construction contract with CERCO for $118,895 and approve change orders for additional work resulting from unforeseen conditions, if necessary, for up to $17,834 (15% of construction contract cost).


PUBLIC OUTREACH/INTEREST:
City Staff has reached out to the downtown business representative and letters of notification will be sent out to the neighboring properties before construction starts.

ENVIRONMENTAL REVIEW
The proposed project is exempt from the provisions of the California Environmental Quality Act (CEQA). Per the CEQA Guidelines, the project is exempt pursuant to the following provision: Section 15301, Class 1(c). A Notice of Exemption has been filed with the Los Angeles County Clerk’s office for the project. 

LEGAL REVIEW
The City Attorney has reviewed this report and determined that no additional legal analysis is necessary.
