Recommended Action
RECOMMENDATION:
Staff recommends that City Council:

1. Adopt a Resolution authorizing the City Manager to execute an Agreement with Psomas for $104,450 for engineering design services for street improvements within Liberty Village and along Marine Avenue, between Aviation Boulevard and Sepulveda Boulevard.
2. Authorize the City Manager to amend the contract up to an additional $20,900 (20%) if needed for additional design-related work.

FISCAL IMPLICATIONS:
Funding was approved in the Capital Improvement Plan FY 2016/2017 budget, which included $800,000 to rehabilitate streets within Liberty Village using Measure R Local Return funds and $100,000 for Marine Avenue street resurfacing work using Proposition C Funds.

BACKGROUND:
The streets within Liberty Village and sections along Marine Avenue between Aviation Boulevard and Sepulveda Boulevard clearly show pavement distress that if addressed in a timely manner will prevent their further deterioration. Ultimately, the project will include resurfacing of the top several inches of pavement, thereby preserving the base and deferring the need for full depth reconstruction. The interim phase includes securing a design consultant to develop the plans and specifications that will be used to bid the project (further discussed below).
