Recommended Action

RECOMMENDATION:

Staff recommends that City Council:

 

1.                     Adopt a Resolution authorizing the City Manager to execute an Agreement with Psomas for $104,450 for engineering design services for street improvements within Liberty Village and along Marine Avenue, between Aviation Boulevard and Sepulveda Boulevard.

2.                     Authorize the City Manager to amend the contract up to an additional $20,900 (20%) if needed for additional design-related work.

FISCAL IMPLICATIONS:

Funding was approved in the Capital Improvement Plan FY 2016/2017 budget, which included $800,000 to rehabilitate streets within Liberty Village using Measure R Local Return funds and $100,000 for Marine Avenue street resurfacing work using Proposition C Funds.

 

BACKGROUND:

The streets within Liberty Village and sections along Marine Avenue between Aviation Boulevard and Sepulveda Boulevard clearly show pavement distress that if addressed in a timely manner will prevent their further deterioration.  Ultimately, the project will include resurfacing of the top several inches of pavement, thereby preserving the base and deferring the need for full depth reconstruction. The interim phase includes securing a design consultant to develop the plans and specifications that will be used to bid the project (further discussed below).


DISCUSSION:

The Public Works Department issued a Request for Proposals in November 2016 for professional engineering services for the project. A total of fifteen (15) proposals were received in December 2016. Proposals were evaluated and ranked by an evaluation committee of City staff according to the following selection criteria:

 

                     Demonstrated understanding of the scope of services

                     Key personnel qualifications and experience with similar projects

                     Project management methods and quality control/assurance

 

Based on the selection criteria, Psomas had the best overall proposal. Psomas’ assigned staff has excellent experience on similar projects, identified and understands the key project issues, and proposed an appropriate level of staffing for the size and complexity of the project. Their scope of work and methodology was clearly outlined to complete the project in a timely manner. The total not-to-exceed cost for the engineering services is $104,450.

 

The scope of work will entail preparation of plans, technical specifications and cost estimates for the street improvement work.  Pavement rehabilitation shall employ previously successful methods that are applicable for near-coastal areas including but not limited to cold in-place recycling, micro surfacing, crack sealing & slurry seals, etc. and applicable pavement striping and markings.  Concrete removal and replacement will address all deteriorated sections of curb, gutter and drainage spandrels and all applicable access ramps because of condition and compliance with the latest ADA standards. There will be no changes to the existing street alignment and elevations.

 

Based on field investigations, rights of way research and detailed pavement analysis, additional work may be necessary to establish a sound pavement rehabilitation and appropriate curb ramp modifications. Therefore, it is requested that the City Manager be authorized to increase the consultant’s compensation up to an additional $20,900 (20% contingency) if needed due to additional design related work that may be needed.


POLICY ALTERNATIVES:
Do not approve the proposed professional services agreement for the project.

PROS:
Funding would not have to be spent for the project. There will be no disruption to the public due to construction activity.

CONS:
Public Works staff has determined that the pavement rehabilitation work for the affected streets will need to be addressed sooner rather than later due to the deteriorated condition of asphalt surface. Deferring this maintenance will result in more costly repairs later.

PUBLIC OUTREACH/INTEREST:
Psomas’ Professional Services Agreement (Attachment 1) scope of work includes community outreach meetings during the design process. Depending on the outcome of these initial public meetings, additional public meetings can be scheduled, if needed.

ENVIRONMENTAL REVIEW
[All agenda items must include an environmental determination statement consistent with state environmental regulations (i.e., the California Environmental Quality Act or CEQA). This determination must be made by individual departments and submitted in the first draft of the report. Any questions regarding the determination should be directed to Laurie Jester ext. 5510 in the Community Development department as early as possible, but no later than the time the item is added to the agenda forecast. NOTE: "Project" means an action, which has a potential for resulting in a physical change in the environment, directly or indirectly. Project refers to the activity which is being approved and which may be subjected to several discretionary approvals by the City. Projects include activities directly undertaken by the City and activities undertaken by other parties which require permits or approvals or which are supported in whole or part by City contracts, grants, loans or other forms of assistance.

LEGAL REVIEW
The City Attorney has reviewed and approved the proposed Professional Services Agreement as-to-form.
