RECOMMENDATION:
Staff recommends that the City Council discuss and provide direction on the request by Mayor Franklin and Councilmember Montgomery to waive third-party public safety costs for the 2024 Manhattan Beach 10K.
FISCAL IMPLICATIONS:
Third party costs for CSC security services, paid by the Manhattan Beach 10K to reimburse the City were $2,558 in 2022 and $5,159 in 2023. The estimated CSC security costs for the 2024 event are not expected to exceed $6,000. Third party costs may be reduced or eliminated based on the number of volunteers provided by the MB10K, reducing the need for CSC staffing.
BACKGROUND:
Mayor Franklin and Councilmember Montgomery requested that this item be placed on the agenda at the July 16, 2024, City Council meeting.
At its discretion, the City Council may grant fee waivers for legacy events. The MB10K has a 100 percent fee waiver for City services, resources, fees for City permits, and the special event application fee. The Special Events policy, approved in July 2018, section 1.J states that fee waivers do not apply to any third-party costs incurred to support an event, and section 5.D states that all third-party costs incurred by the City to support an event will be billed to the event organizer.
DISCUSSION:
