Recommended Action

RECOMMENDATION:

Staff recommends that the City Council discuss and provide direction regarding the three landscape and hardscape design options for the Bruce’s Beach plaque monument.

FISCAL IMPLICATIONS:

On March 10, 2022, City Council appropriated $20,000 from the Public Arts Trust Fund to cover the costs of developing a plaque monument at Bruce’s Beach. The attached designs for landscaping are not included in that budget. Depending on which option and contractor is selected, the costs may vary, however, the estimated cost for Option No. 1 is $37,000 and the estimated costs for Option Nos. 2 and 3 will be provided under a separate cover. Under Manhattan Beach Municipal Code (MBMC) Chapter 2.37 and the Uniform Public Construction Cost Accounting Act (UPCCA), the City is not compelled to go through a competitive bidding process, but it is prudent to collect three quotes to ensure competitive pricing. Once the City Council selects an option, staff will proceed with soliciting quotes on the project and begin installation as soon as possible.

 

Once the exact costs are known, a budget adjustment will be presented in the City’s mid-year budget review.

 

BACKGROUND:

On April 19, 2022, the City Council approved the placement and design of the plaque monument at Bruce’s Beach. The City Council chose a bronze plaque and cement pedestal for the overall design of the monument and instructed that staff remove the previous plaque and place the monument in the same location at Bruce’s Beach Park. Additional direction to staff was to engrave “Bruce’s Beach Park” into the cement and install a walkway from the sidewalk to the new plaque, including installation of a sign that has a QR code for additional information. The attached proposed designs represent three options that incorporate the direction from City Council regarding the installation of the plaque monument.

 

The bronze plaque and cement pedestal have been delivered to the City. They are ready for installation with a two-week lead-time.


DISCUSSION:

Staff consulted with representatives from the Manhattan Beach Botanical Garden and contracted with Enviroscape LA (Contractor) for the attached landscape and hardscape designs. Staff gave direction to the Contractor to develop landscape designs that invoke a sense of community, healing, inclusion, and peace. Additional instruction from staff was to include sustainable and native plants.

 

There are three options for the City Council to choose from as presented by representatives from Enviroscape LA: Mike Garcia, Landscape Design Contractor and Sustainability Expert; and Mimi Anderson, Landscape Designer. Each design varies in size and shape, but are no longer than approximately 35 feet long (south to north).

 

Should the City Council choose one of the options, staff will proceed with collecting quotes on the project and developing a timeline for installation.

 

CONCLUSION:

Staff recommends that the City Council discuss and provide direction regarding the three landscape and hardscape design options for the Bruce’s Beach plaque monument.

 

ENVIRONMENTAL REVIEW:
On April 19, 2022, in approving the overall project (Bruce’s Beach plaque monument) the City Council determined that the project is exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15311(a) (Accessory Structures) of the State CEQA Guidelines, which exempts on-premise signs at existing institutional facilities (Class 11 categorical exemption). As the proposed landscape and hardscape design are a component of the overall project, and the existing conditions surrounding the project have remain unchanged, the initial determination of exemption pursuant to Section 15311(a) remains applicable. Thus, no further environmental review is necessary.
