RECOMMENDATION:
Staff recommends that City Council adopt Resolution No. 22-0125 approving Amendment No. 8 to the Professional Services Agreement with HDR Engineering, Inc. (HDR) for continued engineering design support services for the Sepulveda Bridge Widening Project.
FISCAL IMPLICATIONS:
Amendment No. 8 will be funded with existing Measure R grant funds allocated to this Project. No additional funding appropriation is necessary. A Budget and Expenditure Summary Report is provided as an attachment.
BACKGROUND:
The purpose of the Sepulveda Bridge Widening Project is to widen the northbound lane of the existing Sepulveda Bridge at 33rd Street (i.e., the pinch point). The existing bridge was 100 feet wide and 165 feet long, with five-foot-wide sidewalks and no shoulders. The Project includes widening the east side of the bridge by approximately 29 feet to provide one additional northbound lane on Sepulveda Boulevard within the Project area. The widened structure includes a total of seven through lanes (three southbound and four northbound). The additional lane begins just north of 33rd Street where a merging lane currently exists adjacent to the sidewalk. The new lane will continue north from 33rd Street to approximately 295 feet south of Rosecrans Avenue where the lane will merge into an existing fourth lane. The widened bridge will have a shoulder varying from two to eight feet on the east side of the bridge, and the existing non-standard sidewalks will be widened to six feet. Seismic retrofits of the existing bridge will also be completed. Landscaping will be provided in the project area, mostly for the purpose of slope stabilization. The bridge railings in both northbound and southbound directions will also be upgraded.
HDR was originally engaged on the Sepulveda Bridge Widening Project following a Request for Qualifications (RFQ) solicitation on June 7, 2012. The scope includes engineering design services, project management, coordination with Caltrans and other permitting agencies, environmental documentation, and coordination with the Manhattan Village Mall construction project. Seven amendments to their contract have been executed dated January 7, 2015, February 16, 2016, December 20, 2016, August 1, 2017, August 21, 2018, December 3, 2019, and July 7, 2020.
DISCUSSION:
The construction of the Sepulveda Bridge Widening Project has experienced several site-related unforeseen challenges, including the discovery of conflicting underground utilities (storm drain, water pipeline, gas line, etc.) that required engineered solutions prior to relocation work. Additional coordination with the neighboring mall and Caltrans was also necessary. Furthermore, SoCalGas ran into issues in relocating its existing 6-inch diameter gas line that was within the footprint of the proposed cast-in-drill-hole (CIDH) piles on the west side of the Sepulveda Bridge, which took many months to resolve. To avoid further delays, the contractor, C.A. Rasmussen, performed various work on extended hours and weekends. The contractor has also coordinated their work activities to minimize the project delays and complete the work this summer.
HDR’s most recent Amendment No. 7, approved by the City Council on July 7, 2020, provided for design support services during an estimated one-year construction period and a six-month closeout period. Actual construction started on August 31, 2020, so the 18-month period during which such services were to be provided ended on February 28, 2022. Due to the above-referenced delays, the construction period has extended through August 31, 2022, pushing the closeout period through February 28, 2023, or one-year beyond original expectations.
HDR has provided a not-to-exceed proposal of $160,739 to assist the City with following work over the next six months:
• Project management and coordination support;
• As-needed engineering technical support services;
• Change order analysis support;
• Preparation of record drawings; and
• Preparation of environmental compliance closeout documents.
In order to complete work on this project, staff recommends that City Council approve an amendment with HDR Engineering, Inc., for a not-to-exceed amount of $160,739. The amendment also extends the contract’s term expiration date to June 30, 2023 to ensure HDR is available to assist with the complete closeout of this project.
PUBLIC OUTREACH:
No public outreach was conducted related to execution of the attached amendment. During the construction phase, public outreach includes weekly construction notices, electronic message boards on Sepulveda Boulevard for northbound and southbound traffic, and updates on the City website.
ENVIRONMENTAL REVIEW
No environmental review was conducted related to execution of the attached amendment. However, environmental review regarding the overall project (CEQA Negative Declaration) was completed on February 24, 1988. Subsequent environmental re-validations were completed on June 1, 2004, May 5, 2014 and July 20, 2018.
LEGAL REVIEW
The City Attorney has approved the amendment as to form.
