Staff recommends that the City Council adopt Resolution No. 22-0115 approving a purchase order to Code 3 Technology for 29 Mobile Data Computers and hardware for an amount not-to-exceed $134,915.11.

Sufficient funds are included in the Police Department’s operating budget for Fiscal Year 2022-2023.
BACKGROUND:
Mobile Data Computers (MDCs) provide officers with access to dispatch and law enforcement databases that facilitate information sharing. Emergency communications between the Police Department vehicles and dispatch center, as well as between various field units, is a critical component of our field response. The ability to transfer accurate and timely data communication via MDCs leads to effective and efficient responses and improves safety of the community we serve, and well as officer safety.
The current MDCs are approaching 10 years old and have reached the end of their serviceable life. These computers are critical for the public safety services delivered by the Police Department. The recommended purchase is to replace existing inventory with ruggedized, reliable, and field-ready computers that meet the demands of law enforcement and align with the City's Information Technology standards for computer equipment.
Several MDCs were researched, field-tested and evaluated to determine the best fit for the department’s current and future needs. It was determined by staff that a fully ruggedized platform was critical in meeting the wear and tear demands that are common in public safety applications (ruggedized case for moisture protection, water resistance, vibration resistance, etc.). The Getac A140 fully rugged tablet meets military standards (810G certified) and offers numerous carrying and mounting configurations, maximizing mobile productivity.
DISCUSSION:
Staff solicited proposals for ruggedized Getac MDCs and related hardware, including a five-year parts and labor warranty. Nine responses were received; of the nine responses, two were incomplete responses. The summary is below:

Code 3 Technology is the lowest responsible bidder that meets the City’s requirements. Therefore, staff recommends that Council adopt Resolution 22-0115 authorizing a purchase order to Code 3 Technology in an amount not to exceed $134,915.11.
PUBLIC OUTREACH:
This request for proposals was advertised on the City’s website as well as on OpenGov Procurement, a public bid notification board.
ENVIRONMENTAL REVIEW
The City has reviewed the proposed activity for compliance with the California Environmental Quality Act (CEQA) and has determined that the activity is not a “Project” as defined under Section 15378 of the State CEQA Guidelines; therefore, pursuant to Section 15060(c)(3) of the State CEQA Guidelines, the activity is not subject to CEQA. Thus, no environmental review is necessary.
