Recommended Action

RECOMMENDATION:

Staff recommends that the City Council direct the City Clerk to inform the County its preferences for a ballot letter designation for the City Council’s election ballot measure maintaining the status quo to continue prohibiting commercial cannabis activity.

 

FISCAL IMPLICATIONS:

There are no fiscal implications associated with the recommended action.

 

BACKGROUND:

On July 19, 2022, the City Council voted to place a measure on the November 8, 2022, General Municipal Election ballot that readopts the City’s existing prohibition of retail cannabis activity.  The measure maintains the status quo. The Council may ask the County to assign a particular letter to the City-initiated ballot. 

 

Previously, a cannabis-industry led initiative qualified for the November 8, 2022 that would repeal the City’s existing prohibition of all commercial cannabis activity and require the City to issue permits to three cannabis retails stores.

 

DISCUSSION:

The City Council may request the Los Angeles County Registrar-Recorder to assign a particular letter to the City-initiated ballot. The attached form allows the Council to choose a first, second, and third letter designation as well as letter choices that the Council does not want assigned to its measure.

 

For your information, the proponents for the cannabis-industry measure have submitted their ballot letter designation request form and indicate their first choice is the letter M and their second choice is the letter R. Additionally, they requested that X, Y, and Z not be assigned to their measure.

 

Staff suggests that the City Council select their first, second, and third choice letters as well as choices that the City Council does not want assigned to the City measure.
