RECOMMENDATION:

Staff recommends that the City Council discuss and provide direction regarding parking restrictions related to street sweeping on Rowell Avenue and Meadows Avenue.

FISCAL IMPLICATIONS:

There are no known fiscal implications associated with this item. Should the City Council implement parking restrictions related to street sweeping on Rowell Avenue or Meadows Avenue, Public Works would purchase and install appropriate “no parking” signs. Funds associated with this purchase are available in the current Fiscal Year 2022-2023 budget.

 

BACKGROUND:

Street sweeping is a practice that municipalities perform to maintain compliance with water quality and air quality regulations and to meet community standards regarding the acceptable cleanliness of City roads. There are no state or federal laws specific relating to street sweeping frequency that the City is required to follow. However, if the City does not regularly clean its streets, it will eventually be cited by environmental regulators for water quality and air quality violations. The City’s robust street sweeping program is one of many reasons that it has not been cited by water quality and air quality regulators in recent years.

 

Under the City’s current approach, Public Works will install or remove “no parking” signs related to street sweeping if 66% (two-thirds) of the property owners of a block sign a petition in favor of the City taking that specific action. For petitioning purposes, properties on both sides of a block between two consecutive intersections are the relevant parties in a petition process.  Properties adjacent to more than one street (e.g. corner properties) may sign more than one petition. 

 

For those streets in Manhattan Beach that do not have posted “no parking” signs related to street sweeping, it is important to note that street sweeping does still occur on these streets.  The sweeper simply goes around any parked cars obstructing its route.  Since there are no posted parking restrictions, no citations are issued to those vehicles. However, the curbs and roadway surfaces where cars are parked are not cleaned.


DISCUSSION:

As it relates to Rowell Avenue between Marine Avenue and 1st Street, street sweeping occurs between 10:00 AM and 12:00 PM on Mondays on the east side of the street and between 9:00 AM and 11:00 AM on Tuesdays on the west side of the street.  “No parking” signs related to street sweeping are posted in the following blocks:

 

-                     Between 2nd Street and 5th Street

-                     Between 6th Street and 8th Street

-                     Between 11th Street and 17th Street

-                     Between18th Street and 19th Street

 

The following blocks of Rowell Avenue petitioned to have “no parking” signs related to street sweeping removed in 1996:

 

-                     Between 1st Street  and 2nd Street

-                     Between 5th Street and 6th Street

-                     Between 8th Street and 11th Street

-                     Between 17th Street and 18th Street

-                     Between Marine Avenue and 19th Street

 

As it relates to Meadows Avenue between Marine Avenue and 1st Street, street sweeping occurs between 10:00 AM and 12:00 PM on Mondays on the west side of the street, and between 9:00 AM and 11:00 AM on Tuesdays on the east side of the street.  “No parking” signs related to street sweeping are posted in the following blocks:

 

-                     Between Marine Avenue and Manhattan Beach Boulevard

 

The following blocks petitioned to have “no parking” signs related to street sweeping removed in 1996:

 

-                     Between Manhattan Beach Boulevard and 2nd Street

 

Over the past few months, staff has inspected these streets periodically and determined that they are generally clean and do not warrant increased frequency of street sweeping.  Most recently, staff inspected these streets on Monday, July 11, 2022 and Tuesday July 12, 2022 during street sweeping hours and observed the following numbers of vehicles parked on the blocks where parking restrictions are not posted:

-                     Rowell Avenue

o                     Between 1st Street  and 2nd Street - 0 on east side and 0 on west side

o                     Between 5th Street and 6th Street - 0 on east side and 6 on west side

o                     Between 8th Street and 11th Street - 10 on east side and 12 on west side

o                     Between 17th Street and 18th Street - 6 on east side and 0 on west side

o                     Between Marine Avenue and 19th Street - 3 on east side and 0 on west side

 

-                     Meadows Avenue

o                     Between Manhattan Beach Boulevard and 2nd Street - 21 on east side and 20 on west side

 

Since 2016, approximately 14 petitions requesting the installation of “no parking” signs related to street sweeping were received by the Public Works Department for locations throughout the City.  All submitted petitions have failed to meet the required 66% of property owner support and did not result in the installation of the requested signs.  In recent years, the City has not received any petitions requesting the removal of “no parking” signs related to street sweeping. 

 

PUBLIC OUTREACH:
After analysis, staff determined that public outreach was not required for this issue. General information on the City's street sweeping program can be found by residents on the City’s website under Public Works, Maintenance Division, Street Sweeping.

 

ENVIRONMENTAL REVIEW:
The City has reviewed the proposed activity for compliance with the California Environmental Quality Act (CEQA) and has determined that the activity is not a “Project” as defined under Section 15378 of the State CEQA Guidelines; therefore, pursuant to Section 15060(c)(3) of the State CEQA Guidelines the activity is not subject to CEQA.  Thus, no environmental review is necessary.


LEGAL REVIEW:
The City Attorney has reviewed this report and determined that no additional legal analysis is necessary.
