Recommended Action

RECOMMENDATION:

Staff recommends that the City Council adopt resolutions calling and giving notice of the November 8, 2022, General Municipal Election to be conducted by the Los Angeles County Registrar-Recorder/County Clerk for two City Council seats.

FISCAL IMPLICATIONS:

Sufficient funds are currently budgeted in the Fiscal Year 2022-2023 City Clerk budget to conduct various services related to the November 8, 2022, General Municipal Election.

 

BACKGROUND:

On May 3, 2022, the City Council adopted Resolution Nos. 22-0048 and 22-0049 calling for the holding and consolidation of the November 8, 2022, General Municipal Election with the Los Angeles County Registrar-Recorder/County Clerk’s Office. These adopted resolutions only pertained to placing the citizen-initiated “Cannabis Regulation and Public Safety Measure” on the ballot. The City now needs to call the election and request consolidation with the Registrar-Recorder/County Clerk’s office for the purpose of the election of two City Council seats.  

 

The Registrar-Recorder/County Clerk will administer, manage, and oversee the operational portion of the City’s election including voting processes, ballot counting, and the official canvass of the votes. The City Clerk will continue to serve as the Elections Official and will manage the nomination filing process, Fair Political Practices Commission (FPPC) filings, the creation and publication of official election notices, and will act as the liaison between the City and the Registrar-Recorder/County Clerk.

 


CONCLUSION:

Upon passage of the Resolutions, staff will forward copies to the Los Angeles County Registrar-Recorder/County Clerk’s Office and the Los Angeles County Board of Supervisors to properly schedule and initiate the November 8, 2022, General Municipal Election for the City of Manhattan Beach.

PUBLIC OUTREACH:
In addition to publishing the required legal notice(s) in the Beach Reporter, Staff will also post all necessary election information to the City’s website; maintain the “Elections” button on the homepage of the City’s website for a direct link to the City’s election webpage; utilize street banners and signage to encourage residents to vote and direct them to available Vote Centers in the City; conduct an extensive social media campaign to encourage voter participation; and provide pertinent information to voters via posting on City bulletin boards, printing and distributing fliers, e-notifications, and newsletters. 

ENVIRONMENTAL REVIEW:
The City has reviewed the proposed activity for compliance with the California Environmental Quality Act (CEQA) and has determined that the activities are not “Projects” as defined under Section 15378 of the State CEQA Guidelines; therefore, pursuant to Section 15060(c)(3) of the State CEQA Guidelines the activity is not subject to CEQA. Thus, no environmental review is necessary.

LEGAL REVIEW:
The City Attorney has reviewed this report and determined that no additional legal analysis is necessary.
