Recommended Action
RECOMMENDATION:
Staff recommends that the City Council adopt Resolution No. 22-0085, adopting an environmental determination of exemption under CEQA and approving the subject Use Permit, subject to conditions.
Body
FISCAL IMPLICATIONS:
Costs associated with the processing of the Use Permit are paid by the applicant; and costs associated with the appeal of the Planning Commission's decision are paid by the appellant. Therefore, there are no fiscal impacts to the City associated with this request.

DISCUSSION:
The City Council conducted a public hearing de novo on May 17, 2022, to consider a Use Permit request to upgrade an existing alcohol license, from Type 20 (off-sale beer and wine) to Type 21 (off-sale beer, wine and distilled spirits), for an existing convenience store at 1221 Artesia Boulevard, Suite 101 (7-Eleven). City staff, the applicant, and the appellant made presentations and presented testimony. After the public hearing was closed, the City Council voted 4 to 1 to direct staff to draft a resolution of approval for City Council to consider at a future meeting.
