Recommended Action
RECOMMENDATION:
Staff recommends that the City Council discuss and provide direction regarding sending a letter supporting legislation and a state budget request for the creation of a South Bay Regional Housing Trust (SBRHT) in coordination with the South Bay Cities Council of Governments (SBCCOG).

There are no fiscal implications associated with the recommended action.

BACKGROUND/DISCUSSION:
On May 3, 2022, City Council discussed providing support for the SBRHT in coordination with the SBCCOG, but continued further discussion to tonight. The staff report from May 3 has been attached to this report to provide additional background information.

Since the last City Council meeting, the cities of Rolling Hills Estates, Hermosa Beach, and Hawthorne considered providing support to the SBRHT legislation and state budget request on their respective agendas, and all cities voted to support. The City of Hermosa Beach voted to support and acknowledged willingness to consider joining the SBRHT. The City of Rolling Hills discussed the matter on May 9, 2022, and took no action.

The City of Rancho Palos Verdes is considering offering their support on May 17, 2022, and Torrance is expected to place the item on their May 24, 2022, agenda for consideration. Staff does not have any indication that the other 10 member agencies have scheduled the matter.
