Recommended Action

RECOMMENDATION:

Staff recommends that the City Council adopt Resolution No. 22-0002, formally authorizing blanket authority to file application for grant funds from the Los Angeles County Regional Park and Open Space District for Measure A funding for projects and programs.

FISCAL IMPLICATIONS:

Approximately $150,000 is allocated to the City of Manhattan Beach annually through Measure A, in perpetuity. Measure A funds will be used to support projects identified in the Parks Master Plan. This resolution will allow staff to apply for grant funds for Parks and Recreation projects and programs.

 

Most immediately, $272,753 in Measure A dollars is planned for use for the Polliwog Park Playground Replacement Project

 

BACKGROUND:

The Los Angeles County Safe, Clean Neighborhood Parks and Beaches Measure of 2016 (Measure A) was passed by voters in November 2016. The Measure authorizes funding for park, recreation, and open space projects and their maintenance through an annual special tax on all taxable real property in the County. Measure A distributes funds through annual allocations and competitive grants. The City of Manhattan Beach receives an annual allocation through the Community-Based Park Investment Program, which accounts for 35% of the Measure A expenditure plan. The annual allocation varies based on revenue received.


DISCUSSION:

Staff recommends that the City Council adopt Resolution No. 22-0002, formally authorizing blanket authority to file application for grant funds from the Los Angeles County Regional Park and Open Space District for Measure A funding for projects and programs.

 

An authorizing resolution is a requirement for every Measure A grant application. This blanket authorization in no way serves as City Council approval for any given project. Future proposed projects will be presented to City Council for approval prior to grant application submittal.


PUBLIC OUTREACH:
After analysis, staff determined that public outreach was not required for this issue.

 

Public outreach will be done on a project specific basis and is a requirement for receiving Measure A funds.

 

ENVIRONMENTAL REVIEW:
The City has reviewed the proposed project for compliance with the California Environmental Quality Act (CEQA) and has determined that the project qualifies for a Categorical Exemption pursuant to Section 15302(b) (replacement or reconstruction of existing structures and facilities where the new structure will be located on the same site as the structure replaced and will have substantially the same purpose and capacity as the structure replaced) of the State CEQA Guidelines. A Notice of Exemption will be filed with the Los Angeles County Clerk’s Office for the Project.

LEGAL REVIEW:
The City Attorney has reviewed this report and determined that no additional legal analysis is necessary.
