RECOMMENDATION:
Staff recommends that the City Council waive formal bidding per Manhattan Beach Municipal Code (MBMC) Section 2.36.140 (waivers) and approve Amendment No. 1 to the Professional Services Agreement with Control Automation Design, Inc. for upgrades to the current Supervisory Control and Data Acquisition (SCADA) system at a cost not-to-exceed $173,078.

FISCAL IMPLICATIONS:
The initial contract with Control Automation Design, Inc. for a total of $45,000 was approved under City Manager’s awarding authority per the City’s purchasing policy. Subsequent to this contract, additional services related to a hardware upgrade along with a conversion to and the implementation of a new software are required as part of upgrading the City’s SCADA system. Amendment No. 1 will extend the term of the agreement by one year and increase the contract amount by $128,078, for a contract total not to exceed $173,078. A total of $200,000 has been budgeted within the Water Fund in the adopted Fiscal Year (FY) 2021-2022 Capital Improvement Program budget for the Replacement and Modernization of the SCADA system. City Council’s approval of Amendment No. 1 is required at this time as the additional amount associated with this amendment will cause the total contract amount to exceed the City Manager’s awarding authority.
BACKGROUND:
The City utilizes the SCADA System to gather and process real time data access and provides both local and remote monitoring and control of the citywide water/wastewater infrastructure, including water sources, reservoirs, valves, pumps and other equipment and instrumentation. The monitoring data includes information such as: flow rates, water pressures, reservoir levels, equipment runtime, and site security; the controls enable pump and valve operations.
Control Automation Design, Inc. is the City’s existing programmer and integrator for all of its standardized utility facilities controls. Due to the complexity of the system and the vendor’s knowledge of how the utilities infrastructure operates, the City has used this vendor for many years for its SCADA maintenance and support services.
DISCUSSION:
This amendment will allow the City to upgrade the servers and software currently used for the SCADA system. The existing servers are obsolete and the software is an outdated version. The funding will allow the servers and software to be upgraded and brought to current standards.
The SCADA System will provide staff with the operational tools needed to operate the water/wastewater system more efficiently with real-time and historical data. The upgrade will implement new operating system securities and new information technologies guidelines.
In order to maximize the efficiency and effectiveness of the SCADA system, staff recommends that this service be considered sole source and that the City Council approve Amendment No. 1 with Control Automation Design, Inc. Under MBMC Section 2.36.140, the City Council may waive purchasing procedures to fit a specific purchase or service. Control Automation Design, Inc. has extensive experience with upgrading SCADA Systems and has been supporting the City for many years, including working with the City for the current Peck Reservoir project.
Staff recommends that the City Council waive formal bidding per MBMC Section 2.36.140 (waivers) and approve Amendment No. 1 to the Professional Services Agreement with Control Automation Design, Inc. in an amount not-to-exceed $173,078.
PUBLIC OUTREACH:
After analysis, staff determined that public outreach was not required for this issue.
ENVIRONMENTAL REVIEW:
The City has reviewed the proposed activity for compliance with the California Environmental Quality Act (CEQA) and has determined that the activity is not a “Project” as defined under Section 15378 of the State CEQA Guidelines; therefore, pursuant to Section 15060(c)(3) of the State CEQA Guidelines the activity is not subject to CEQA. Thus, no environmental review is necessary.
LEGAL REVIEW:
The City Attorney has approved the agreement as to form.
