Recommended Action
RECOMMENDATION:
Staff recommends that the City Council waive formal bidding per Manhattan Beach Municipal Code (MBMC) Section 2.36.140 (waivers) and approve Amendment No. 1 to the Professional Services Agreement with Control Automation Design, Inc. for upgrades to the current Supervisory Control and Data Acquisition (SCADA) system at a cost not-to-exceed $173,078.

FISCAL IMPLICATIONS:
The initial contract with Control Automation Design, Inc. for a total of $45,000 was approved under City Manager's awarding authority per the City's purchasing policy. Subsequent to this contract, additional services related to a hardware upgrade along with a conversion to and the implementation of a new software are required as part of upgrading the City's SCADA system. Amendment No. 1 will extend the term of the agreement by one year and increase the contract amount by $128,078, for a contract total not to exceed $173,078. A total of $200,000 has been budgeted within the Water Fund in the adopted Fiscal Year (FY) 2021-2022 Capital Improvement Program budget for the Replacement and Modernization of the SCADA system.
