Recommended Action

RECOMMENDATION:
Staff recommends that City Council adopt Resolution No. 22-0010:

 

1.                     Awarding a Construction Contract to CT&T Concrete Paving, Inc. for the Citywide Concrete Repairs Cycle 1 (FY 21-22) Project for $208,250.

2.                     Authorizing the City Manager to execute the Agreement.

3.                     Authorizing the City Manager to Approve Additional Work, if Necessary, for up to $41,750 (20.05% of the contract).

4.                     Approving the Specifications for the Project.

 

FISCAL IMPLICATIONS:

In the Fiscal Year 2021-2022 approved Capital Improvement Program budget, an allocation totaling $365,000 in the Streets & Highway Fund was included for the Citywide Concrete Repairs Cycle 1 Project. Given this allocation, sufficient funds are available to complete the full bid scope of work estimated at $208,250 and provide for additional unforeseen work, if necessary, for up to $41,750. The total amount of this contract is not to exceed $250,000.

 

BACKGROUND:

The Project involves upgrading many of the City’s existing damaged curb ramps to meet existing Americans with Disabilities Act (ADA) standards; reconstructing damaged curbs, gutters and cross gutters; and removing and replacing specific deteriorated Portland Cement Concrete (PCC) pavement slabs and driveway approaches at various City locations. The construction contract also includes a unit bid item for repairing damaged sidewalks, which provides residential property owners the option to utilize the City’s bid rate for sidewalk repairs. The Manhattan Beach Municipal Code Chapter 7.12 Sidewalk Repair assigns the responsibility for sidewalk repairs to the adjacent property owners. By incorporating an indefinite quantity unit rate into the City’s bid documents, the City’s goal is to be able to provide homeowners a competitive and hopefully less expensive option for having this necessary work completed with assistance from the City’s contractor. It saves residents not only time in coordinating the work themselves, but also in permitting and inspection fees that private contractors must pay.

 

DISCUSSION:

Bids for the Project were solicited on a competitive basis in accordance with the provisions of the California Public Contract Code. The project was advertised for bid in the City’s publisher of record (The Beach Reporter) and was listed on the City’s website and PlanetBids, an online service that connects vendors, suppliers and contractors to government procurement opportunities. A total of six competitive bids were received on November 8, 2021. The bid results are as follows:

All packets were analyzed for arithmetical errors, completeness, accuracy, etc. Staff reviewed the bid, contractor’s license, and references for the apparent low bidder, CT&T Concrete Paving, Inc. The bid and license were in order. References indicate that CT&T Concrete Paving, Inc. has the knowledge and capability to complete the work in accordance with the plans and specifications.

 

Therefore, staff recommends that the City Council award a Construction Agreement to CT&T Concrete Paving, Inc. for $208,250 and the City Manager be authorized to approve change orders for up to $41,750 for additional work resulting from unforeseen conditions and utility interferences. The work is anticipated to start in February 2022 and be completed by February 2023.

 

PUBLIC OUTREACH:

The businesses and residences impacted by this project will be provided advanced information regarding the project, including dates and times of construction. Contact information will also be provided for residents and businesses who require additional information. Notices will be sent to businesses and residences adjacent to the work once the project is ready to commence with construction.

 

ENVIRONMENTAL REVIEW:

The City has reviewed the proposed project for compliance with the California Environmental Quality Act (CEQA) and has determined that the project qualifies for a Categorical Exemption pursuant to Section 15301 Class 1 (C) (Existing highways and streets, sidewalks, gutters, bicycle and pedestrian trails, and similar facilities) of the State CEQA Guidelines. A Notice of Exemption was filed with the Los Angeles County Clerk’s Office for the Project.

 

LEGAL REVIEW:

The City Attorney has reviewed this report and determined that no additional legal analysis is necessary.
