RECOMMENDATION:
Staff recommends that City Council adopt Resolution No. 22-0009:
1. Approving a Design Services Agreement with Glenn A. Rick Engineering and Development Company, DBA Rick Engineering Company, for the Aviation Boulevard Missing Sidewalk Project for $179,149.
2. Authorizing the City Manager to execute the Design Services Agreement.
FISCAL IMPLICATIONS:
The Aviation Boulevard Missing Sidewalk Project (Project) is included in the Fiscal Year (FY) 2021-2022 Capital Improvement Program. A total budget for expenditures of $700,000 has been allocated in the Measure R Fund. Additionally, the project has budgeted revenues within the Measure R Fund of $540,000 from a grant from the Federal Transit Administration (“FTA”) Section 5310 Program. This is a reimbursable grant that requires a $60,000 local match. There are sufficient funds available within the project budget to encumber $179,149 for design services.
BACKGROUND:
On July 2, 2019, City Council adopted Resolution No. 19-0056 approving the submittal of a grant application to the Los Angeles County Metropolitan Transportation Authority (Metro) for FTA Section 5310 Grant Program, Enhanced Mobility of Seniors and Individuals with Disabilities funds for the Project. The Resolution authorized and empowered the Public Works Director to execute, in the name of the City of Manhattan Beach, all grant documents including, but not limited to, applications, agreements, amendments, and requests for payments necessary to secure grant funds and implement the approved grant project.
On July 31, 2019, the City submitted a competitive grant application for FTA Section 5310 Grant Program for the Aviation Boulevard Missing Sidewalk Project. The grant application was successful and Metro awarded $540,000 to the City. The City agreed to provide the required minimum local match of $60,000.
On January 7, 2020, City Council adopted the Title VI Plan for the City of Manhattan Beach in order to receive the FTA Section 5310 Grant Program funds for the Project. In order to accept and utilize the grant for the Project, the Public Works Director signed the Metro Funding Agreement on December 15, 2020. The funding agreement was fully executed by Metro on December 17, 2020.
One of the main goals of the Federal Section 5310 Grant Program is to improve mobility for seniors and individuals with disabilities by removing barriers to transportation services and expanding the transportation mobility options available when public transit is insufficient, inappropriate or unavailable by improving access to fixed route service.
The Project is centered in a busy corridor of the City on the west side of Aviation Boulevard, just north of 33rd Street. The missing sidewalk in this location poses a safety challenge for pedestrians attempting to access several nearby transit stops (pick-up and drop-off), major grocery stores, shopping, restaurants, fitness centers, and hotels. Pedestrians traveling on Aviation Boulevard who require access to surrounding transit stops (on the west side of Aviation Boulevard) are forced to walk in the street along or opposed to oncoming traffic or they have to cut through the parking lot of Northrop Grumman, both of which pose a severe safety threat. This concern is amplified for seniors and individuals with disabilities who may be limited in their mobility.
The installation of the missing sidewalk will afford a safe access route for seniors and individuals with disabilities from surrounding communities who travel by public transportation to reach these central destinations. The work also entails Americans with Disabilities Act (“ADA”) compliant curb ramps, rights-of-way engineering, grading relocation of walls, fences, and landscaping. The Project is consistent with the goals of the Federal Section 5310 Grant Program and vital to the City’s infrastructure to increase safety and adequate access.
DISCUSSION:
The Public Works Department issued a Request for Proposals (“RFP”) for design services for the Project on March 25, 2021. Two proposals were received on April 26, 2021. Proposals were evaluated and ranked by an evaluation committee of City staff according to the following selection criterial:
• Understanding Scope of Services;
• Firm qualifications and experience performing similar work;
• Project management methods and quality control;
• Qualifications and experience of key personnel;
• Qualifications and need for sub-consultants; and
• Timeliness/Schedule
Based on the selection criteria, Glenn A. Rick Engineering and Development Company, DBA Rick Engineering Company (“Rick Engineering Company”) had the best overall proposal at the best value. The firm has excellent experience on similar projects and references confirmed Rick Engineering Company has provided outstanding service. The proposal’s scope of work and methodology were clearly outlined, sufficient resources were identified to complete the project in a timely manner, and the staff is well-qualified, having previously designed many similar projects.
The scope of work will entail:
• Preparation of plans, technical specifications, and cost estimates for appropriate sidewalk improvement for the Project;
• Topographic survey for the project area;
• Geotechnical Investigation Report;
• Landscape & irrigation plans;
• Right of way appraisal, negotiations, and escrow coordination;
• Preparation of bidding documents suitable for bidding and award of a Public Works Construction Contract; and
• Design support services during the construction phase.
Completion of plans, specifications, and cost estimates for the Project is expected to take approximately 13 to 15 months. The Project will then be ready for construction bidding.
PUBLIC OUTREACH:
City staff met with Northrop Grumman officials on May 2, 2019, and they were very receptive to the sidewalk project. No other outreach has been conducted regarding this project or grant application. The businesses and residences impacted by this project will be provided advanced information, including dates and times of construction. Contact information will also be provided for residents and businesses who require additional information. Notices will be sent to businesses and residences adjacent to the work once the project is ready to commence with construction.
ENVIRONMENTAL REVIEW:
As part of Rick Engineering Company’s scope of work, all potential environmental impacts will be reviewed and discussed with City staff. Once studied and evaluated, the appropriate findings in compliance with the California Environmental Quality Act (CEQA) will be prepared.
LEGAL REVIEW:
The City Attorney has reviewed this report and determined that no additional legal analysis is necessary.
