Recommended Action

RECOMMENDATION:

Staff recommends that the City Council adopt the resolution appointing City Manager Bruce Moe as the official representative and Director of Public Works Erick Lee as the alternate representative to the South Bay Regional Public Communications Authority’s (Authority) Executive Committee.

FISCAL IMPLICATIONS:

There are no fiscal implications associated with the recommended action.

 

BACKGROUND:

The City is a member of the South Bay Regional Public Communications Authority (also known as the “RCC”), which provides emergency 9-1-1 dispatching services throughout the region. As part of the RCC’s governance structure, the Board of Directors has established an Executive Committee which is responsible for the day-to-day management and control of the operations of the Authority.

 

The Executive Committee is responsible to the Board of Directors for the administration and management of Authority affairs, the provision of assistance and advice to the Board of Directors, adhering to the budget adopted by the Board of Directors (including any budget amendment or other appropriation approved by the Board of Directors), and supervision of the Executive Director.


DISCUSSION:

The Authority’s bylaws require that the official representative to the Executive Committee from each member agency be its City Manager (or their designee). Additionally, the legislative body of each member agency is required to designate in writing the names of its official representative and alternate representative to the Executive Committee.

 

In accordance with the Authority’s bylaws, the City’s official representative to the Executive Committee is City Manager Bruce Moe. The City Manager recommends that Director of Public Works Erick Lee be designated as the City’s alternate representative to the Executive Committee.

 

PUBLIC OUTREACH:
After analysis, staff determined that public outreach was not required for this issue.


ENVIRONMENTAL REVIEW:
The subject request is not a “project” as defined under Section 15378 of the State California Environmental Quality Act (CEQA) Guidelines; therefore, pursuant to Section 16050(c)(3) of the State CEQA Guidelines, the activity is not subject to CEQA. Thus, no environmental review is necessary.

LEGAL REVIEW:
The City Attorney has reviewed this report and determined that no additional legal analysis is necessary.
