BACKGROUND/DISCUSSION:
On October 20, 2020, City Council appointed 13 residents and two alternates to a task force created to address the history of Bruce’s Beach and report back to the City Council with recommendations on the topic. The Task Force served as an advisory body to the City Council and presented their recommendations at the March 16, 2021, meeting. The Council directed the History Advisory Board (HAB) to finalize the History Report and propose language to be placed on two plaques at Bruce’s Beach. Once the history report has been approved by the City Council, the proposed language for the plaques will be presented at a future Council meeting (currently planned tentatively for July 20, 2021).
In their research, the Board consulted numerous documents, publications, and primary sources, including newspapers, titles and deeds, manuscript paper collections, and census records, among others. Additionally, they obtained feedback from professional reviewers which are listed and summarized in the attachment.
The report is the culmination of hundreds of hours of diligent research, public vetting, and professional review. Per the instruction from City Council, the report seeks to clarify the history surrounding the events of the complaint of condemnation proceedings at Manhattan Beach during the 1920s. The report includes a timeline of the events as well as a brief contextual history.
Staff recommends that the City Council accept the report as complete and direct staff to maintain the report on the City website as a historical reference.
PUBLIC OUTREACH:
The HAB held ten publicly noticed meetings between March and June 2021. They solicited and received public comments at each meeting.
