RECOMMENDATION:
Staff recommends that the City Council discuss and consider Bruce’s Beach Task Force Recommendation number 1.4 and alternative options.
Body
BACKGROUND:
City Council appointed 13 residents and two alternates to a task force created to address the history of Bruce’s Beach and report back to the City Council with recommendations. The Task Force presented a number of recommendations at the March 16, 2021 City Council meeting. After receiving hours of public comments, and careful consideration, the City Council took the following action on the Task Force’s recommendations. The Council authorized:
• The creation of artwork memorializing the history of Bruce’s Beach, at a cost not to exceed $350,000;
• Two new plaques at Bruce’s Beach (one at the lifeguard headquarters and one at the Park);
• The continuation of the Bruce’s Beach webpage on the City website to host the history of Bruce’s Beach.
Due to the length of the March 16 meeting, the Council continued the discussion of recommendation number 1.4 (a resolution of apology) to a future meeting. This is the only topic for tonight’s meeting.
DISCUSSION:
Task Force Recommendation Number 1.4 is:
“1.4 Adopt the Resolution of Apology set forth in Appendix 2.”
The Task Force’s Resolution of Apology is attached. In addition to the proposed resolution provided by the Task Force, Councilmembers Stern and Napolitano have submitted alternative resolutions, and Councilmember Franklin submitted a statement of acknowledgement and condemnation. These alternate documents are attached for City Council discussion and consideration.
OPTIONS:
The City Council has a number of options, including the following:
1. Adopt the resolution, as drafted by the Task Force
2. Adopt the resolution presented by Councilmember Napolitano
3. Adopt the resolution presented by Mayor Pro Tem Stern
4. Approve the statement presented by Councilmember Franklin
5. Revise and Adopt/Approve any of the above proposals
6. Adopt/Approve a different resolution/statement
7. Take no action.
