Recommended Action

RECOMMENDATION:

Staff recommends that City Council waive formal bidding per Manhattan Beach Municipal Code (MBMC) Section 2.36.140 (waivers) and approve the purchase of one budgeted paint truck from Roadline Products Inc. U.S.A. for $139,516.14 for Public Works activities.

FISCAL IMPLICATIONS:

Funds totaling $140,000 are budgeted in the Fiscal Year 2020-2021 Fleet Management Fund for purchase of this vehicle.  Any unspent budgeted funds will be returned to the fund balance.

 

BACKGROUND:

The Public Works Department is responsible for the maintenance of 237,000 linear feet of pavement markings, which includes traffic control legends (arrows, etc), stop bars, crosswalks and curb markings. In addition, the Department is responsible for the restriping of eight City public parking lots, two County-owned parking lots and State-owned Pier parking lots.  Currently, the City contracts most of the road painting work out, or performs the work manually. 

 

A new paint truck was approved in the Fiscal Year 2020-2021 budget. During the budget discussions for Fiscal Year 2021-2022, the Public Works Department reduced their annual contract services by $55,000, in anticipation of the paint truck’s arrival. Due to the pandemic, much of the painting services were not performed.

 

DISCUSSION:

Staff is recommending the Roadline Model TPMT, a paint truck that provides three pumps for multiple color painting, an option not common with other manufacturers. An additional option offered by the Roadline model is an automatic glass bead dispenser used to add reflectivity in the paint, a function that is currently being done manually.  This configuration will replace the current manual methods and provide for quicker and more effective painting process.

 

This paint truck will also be equipped with a message board to help with street painting projects, but may also serve in various emergencies such as street closures for traffic collisions, downed trees, water main breaks and more. This will allow for quick deployment when needed.

 

The new paint truck is projected to have a 15-year lifespan and will be used by existing Public Works staff. 

 

Waiver of Formal Bidding

For public agencies in California, the Roadline Model TPMT products are available direct through Roadline Products Inc. U.S.A, located in Norwalk, CA.  As a result, competitive formal bidding is not possible. Accordingly, staff recommends that the City Council waive formal bidding per MBMC Section 2.36.140 and authorize the issuance of a purchase order to Roadline Products Inc. U.S.A. in the amount of $139,516.14. Although there are other vendors that can provide similar equipment only the Roadline Model TPMT meets all of the City’s special requirements.

 
PUBLIC OUTREACH:
After analysis, staff determined that public outreach was not required for this issue.

 

ENVIRONMENTAL REVIEW:
The City has reviewed the proposed activity for compliance with the California Environmental Quality Act (CEQA) and has determined that the activity is not a “Project” as defined under Section 15378 of the State CEQA Guidelines; therefore, pursuant to Section 15060(c)(3) of the State CEQA Guidelines, the activity is not subject to CEQA. Thus, no environmental review is necessary.

LEGAL REVIEW:
This purchase will be effected through a standard City purchase order with the City’s customary terms and conditions applied. No further legal review is required.
