Recommended Action

RECOMMENDATION:
Staff recommends that City Council adopt Resolution No. 21-0017:

 

1.                     Approving a Funding Agreement, Program Supplement to Administering Agency-State Agreement, between the State of California (State) and City of Manhattan Beach (City) for $40,000 to fund the development of LRSP Project.

 

2.                     Authorizing the City Manager to execute the Funding Agreement and any subsequent administrative amendments.

 

3.                     Approving an appropriation of $45,000 in expenditures and $40,000 in revenues in the Streets and Highways Fund (Fund 205) for the LRSP Project.

 

FISCAL IMPLICATIONS:

The City was awarded $40,000 in LRSP Program funds for the LRSP Project.  These funds will be paid by the State to the City on a reimbursement basis. The City is required to provide matching funds of $5,000 for the project. An appropriation for $45,000 in expenditures from the Streets and Highways Fund in is required for this new project, as well as an adjustment for $40,000 in revenues to account for the LRSP program reimbursement.

 

BACKGROUND:

Federal regulations require each State to have a Strategic Highway Safety Plan (SHSP). An SHSP is a statewide data-driven traffic safety plan that coordinates the efforts of a wide range of organizations to reduce traffic accident fatalities and serious injuries on all public roads.

 

While the SHSP is a statewide approach for improving roadway safety, a Local Road Safety Plan (LRSP) can provide local jurisdictions with an opportunity to address unique safety needs on local roads while also informing the SHSP. The process of preparing an LRSP creates a framework to systematically identify and analyze safety problems resulting in a prioritized list of safety improvements and actions.

 

In the future federal Highway Safety Improvement Program (HSIP) Calls-for-Projects, a LRSP will be required for an agency to be eligible to apply for HSIP funds. To comply with the State regulations and to facilitate the City’s future HSIP funding applications, staff has prepared and submitted an application for LRSP funds on September 29, 2020.  On October 2, 2020, the City received approval of the LRSP funds.

 

DISCUSSION:

In order to accept and utilize these LRSP funds, City Council must adopt a resolution approving the Funding Agreement. The attached Funding Agreement outlines the scope of work, expenditure and reporting requirements as well as the expected timeline for implementation. The Funding Agreement contains standard boilerplate agreement language similar to previous State Funding Agreements approved by City Council for previous City projects. The attached resolution also authorizes the City Manager to sign the Agreement and any subsequent administrative amendments, if necessary, due to minor variations and/or adjustments to the terms and conditions therein.

 

The LRSP Project entails:

 

                     Identify potential safety issues with the City circulation system and pedestrian network;

                     Analyze accident records and determine the critical locations based on accident and injury type;

                     Prioritize roadway safety improvements, including pedestrian/bicycle and vehicular safety improvements; and

                     Suggest improvement types, such as Advanced Dilemma Zone Detection for high-speed approach, leading pedestrian intervals, mid-block pedestrian crossing improvement, etc.

 

Staff recommends City Council approve the Funding Agreement and appropriate $45,000 for the LRSP Project.

 

PUBLIC OUTREACH:

The City will advertise the LRSP program details in The Beach Reporter and welcome input from the public. The City website will have a dedicated webpage that provides more information about the LRSP so that the public can share their specific concerns and suggest ideas for improvements during the preparation phase of the LRSP.

 

ENVIROMENTAL REVIEW:

The City has reviewed the proposed activity for compliance with the California Environmental Quality Act (CEQA) and has determined that the activity is not a “Project” as defined under Section 15378 of the State CEQA Guidelines; therefore, pursuant to Section 15060(c)(3) of the State CEQA Guidelines the activity is not subject to CEQA. Thus, no environmental review is necessary.

 

LEGAL REVIEW:

The City Attorney has reviewed this report and determined that no additional legal analysis is necessary.
