Staff recommends that City Council adopt Resolution No. 21-0014:

 

A.                     Approving a Measure R Funding Agreement between the Los Angeles County Metropolitan Transportation Authority (LACMTA) and City of Manhattan Beach (City) for $900,000 to fund the development of design plans and specifications and construction of the Marine Ave at Cedar Ave Intersection Improvements Project.

 

B.                     Authorizing the City Manager to execute the Measure R Funding Agreement and any subsequent administrative amendments.

 

C.                     Approving a revenue budget amendment in the Proposition “C” Fund for the award of a $900,000 Measure R South Bay Highway Program Grant for the Marine Ave at Cedar Ave Intersection Improvements Project.

 

FISCAL IMPLICATIONS:

This $900,000 grant was awarded through the Measure R South Bay Highway Program for the Operational Improvements Projects along Sepulveda Boulevard (SR-1). These funds will be paid by LACMTA to the City on a reimbursement basis. There are no required City matching funds for the project, which has a current appropriation of $985,440. The funds that would have been spent for the project will remain in fund balance for future project appropriations. The revenue budget amendment for $900,000 is required to record the grant funding for this project.

 

BACKGROUND:

The intersection of Marine Avenue and Cedar Avenue is approximately 250 feet east (between vehicular stop lines) of Sepulveda Boulevard, under full signal operation. Currently, the delay at the intersection of Marine Avenue and Cedar Avenue causes the eastbound traffic to back up, which extends to Sepulveda Boulevard and causes significant blockage and delay along Sepulveda Boulevard.  After further analysis and investigation, the City has determined that the signal coordination between the two Marine Avenue intersections (Marine Avenue and Sepulveda Boulevard and Marine Avenue and Cedar Avenue), and the intersection configuration and signal improvement of Marine Avenue and Cedar Avenue are critical and would benefit the community and improve the regional traffic condition, especially along Sepulveda Boulevard.  Improvements to this intersection are currently anticipated in the City’s Fiscal Year 2020 - 2024 Capital Improvement Program. 

 

On June 23, 2016, LACMTA granted $900,000 of Measure R funding to the South Bay Measure R Highway Program for the Operational Improvements Projects along Sepulveda Boulevard (SR-1) within the City. The purpose of the projects is to address alleviate traffic congestion at the five intersections at Rosecrans Avenue, 33rd Street, Cedar Avenue at Marine Avenue, 14th Street and 2nd Street.  

 

Meanwhile, in 2019, the City learned that the Caltrans Capital Preventive Maintenance (CAPM) Project on Sepulveda Boulevard (SR-1) (planned in 2022) included improvements for intersections at Rosecrans Avenue and 33rd, 14th, and 2nd Streets   . The City, therefore, proceeded to take the lead on the fifth location, the intersection and traffic signal improvement at Marine Avenue/Cedar Avenue, and request a revised scope of work.

 

On June 25, 2020, the LACMTA Board reprogrammed the $900,000 for Fiscal Year (FY) 2020-2021 to fund only the Marine Avenue and Cedar Avenue intersection. This project will include physical reconfiguration and traffic signal connectivity improvements at the intersection of Marine Avenue and Cedar Avenue.

 

On September 25, 2020, the LACMTA staff finalized and approved a Funding Agreement for the City’s approval and execution for the design and construction of the Marine Ave at Cedar Ave Intersection Improvements Project, subject to the terms and conditions of a fully executed Funding Agreement.

 

DISCUSSION:

 

The Marine Ave at Cedar Ave Intersection Improvements Project would modify the Marine Avenue and Cedar Avenue intersection configuration, and install infrastructure to coordinate the adjacent intersection signal operations with the new configuration.  The goal is to improve the traffic signal operations to facilitate the progression of the eastbound and westbound traffic, which will alleviate the delay at the intersection of Sepulveda Boulevard and Marine Avenue.  These improvements will also help relieve traffic congestion along both Sepulveda Boulevard and Marine Avenue, especially during peak commute periods. 

 

In order to accept and utilize these Measure R grant funds, City Council must adopt a resolution approving the LACMTA Funding Agreement. The attached Funding Agreement outlines the scope of work, expenditure and reporting requirements as well as the expected timeline for implementation. The Agreement contains standard boilerplate agreement language similar to previous LACMTA Funding Agreements approved by City Council for previous City projects. The attached resolution also authorizes the City Manager to sign the Agreement and any subsequent administrative amendments, if necessary, due to minor variations or adjustments to the terms and conditions therein.

 

The approved funding amount of $900,000 is designated for the Marine Avenue at Cedar Avenue Intersection Improvements Project. The specific work entails:

 

                     Preparation of design and construction plans and specifications;

                     Modification of the intersection physical configurations;

                     Installation of state of the art infrastructures;

                     Coordination of the adjacent intersection signal operations to optimize the operation of the signal at this intersection.

 

PUBLIC OUTREACH:

A community meeting will be scheduled during the design phase of the Marine Ave at Cedar Ave Intersection Improvements Project to inform the public of the project improvements and the benefits to the community and regional traffic system. All public comments and recommendations to the intersection design and equipment details will be considered, as appropriate, during the design phase. Targeted outreach will occur before the start of construction for residents and businesses located near or adjacent to construction activities.

 

ENVIROMENTAL REVIEW:

Once the detailed improvements for this project are developed and refined during the design phase, the project will be reviewed in accordance with the provisions of the California Environmental Quality Act (CEQA).

 

LEGAL REVIEW:

The City Attorney has reviewed this report and determined that no additional legal analysis is necessary.
