Staff recommends that the City Council:
1) Adopt Resolution No. 20-0133 awarding a Professional Services Agreement to Iteris, Inc. (Iteris) for engineering design services for the Manhattan Beach Boulevard and Peck Avenue Traffic Signal Improvement Project (Project) for $149,802, and authorizing the City Manager to execute the Agreement; and
2) Authorize the City Manager to increase compensation to Iteris by an amount not to exceed $30,000 for additional design services upon City request.
FISCAL IMPLICATIONS:
Funding totaling $545,000 for the Manhattan Beach Boulevard and Peck Avenue (MBB/Peck) Traffic Signal Improvement Project was approved as part of the City’s Fiscal Year 2020-2021 Capital Improvement Plan (CIP) under the Measure R Local Return Program. Project funding is anticipated to cover the cost of engineering design, environmental clearance and portion of construction costs. To address the potential shortfall, staff has applied for grant funds under Senate Bill 1 (SB1) Local Partnership Program (LPP); the Active Transportation Program (ATP); and the Highway Safety Improvement Program (HSIP) Cycle 10 grant program. The Project’s Budget and Expenditures Report is attached.
BACKGROUND:
The intersection of MBB/Peck operated under an existing, 25-year old, two-phase traffic signal system (east/west and north/south). There are no dedicated left turn movements at this intersection and pedestrians move concurrently with vehicular traffic phasing. Due to its proximity to Meadows Elementary School, Manhattan Beach Preschool and Manhattan Beach Middle School, and limited sight distance from a vertical curve immediately west of the intersection, eastbound and westbound left turn signal phasing would improve school pedestrian safety by eliminating conflicts between pedestrians crossing and vehicles turning onto Peck Avenue.
Iteris will also assess whether re-profiling the intersection will help alleviate trucking problems associated with the transition between the Manhattan Beach Boulevard and Peck Avenue just south of the intersection given the steep grade of Peck Avenue. Nearby residents have witnessed incidents involving large sized vehicles getting stuck at the south leg of the intersection of MBB/Peck due to the adverse grade, and re-profiling may help improve the transition’s slope interface.
DISCUSSION:
The Public Works Department issued a Request for Proposals on June 16, 2020 for professional engineering services for the project. A total of seven proposals were received by August 19, 2020. Proposals were evaluated and ranked by an evaluation committee of City staff according to the following selection criteria:
• Demonstrated understanding of the requested scope of services and overall successful project delivery, including resource allocation matrix;
• Staffing qualifications and experience of key personnel and sub-consultants;
• Project management methods, quality control and focus on timeliness and scheduled delivery; and
• Consultant’s familiarity with local conditions.
Iteris was selected as the most qualified firm with the best overall proposal. The firm’s assigned staff has excellent experience on similar projects, identified and understands the key project issues, and proposed an appropriate level of staffing for the size and complexity of the project. The consultant’s scope of work and methodology was clearly outlined to complete the project in a timely manner.
Therefore, staff recommends that City Council authorize the City Manager to execute a professional services agreement with Iteris for $149,802, and approve an additional $30,000 should staff request additional design work.
PUBLIC OUTREACH:
Public and community outreach meetings will be conducted during the design phase of this project. Depending on the outcome of these initial public meetings and the feedback received, additional public meetings may be scheduled.
ENVIROMENTAL REVIEW:
As part of its scope of work, Iteris will identify potential environmental impacts and take appropriate measures to ensure compliance with the California Environmental Quality Act (CEQA).
LEGAL REVIEW:
The City Attorney has reviewed this report and determined that no additional legal analysis is necessary.
