Recommended Action
RECOMMENDATION:
Staff recommends that the City Council adopt the accompanying Resolution confirming additional orders issued by the Director of Emergency Services Orders after the Local Emergency was proclaimed to address COVID-19.

FISCAL IMPLICATIONS:
There is no impact to the General Fund from adopting this Resolution. There have been staff resources utilized and expenses incurred in connection with the implementation and enforcement of the various orders, and there will be additional expenses associated with enforcement.

BACKGROUND AND DISCUSSION:
Pursuant to Manhattan Beach Municipal Code Chapter 3.08, the City Manager serves as the Director of Emergency for the City. Due to the threat to the public health and safety of persons and property in the City caused by the global spread of the Coronavirus ("COVID-19") pandemic, the City Council proclaimed the existence of a local emergency on March 13, 2020. On March 17, 2020, the City Council ratified this proclamation of a local emergency.
In the event of a proclamation of a local emergency, Manhattan Beach Municipal Code Section 3.08.060.A.6.a empowers the Director of Emergency Services to make and issue rules and regulations on matters reasonably related to the protection of life and property as affected by such emergency. The Code requires that the rules and regulations be confirmed by the City Council.
