Recommended Action
RECOMMENDATION:
Staff recommends that the City Council adopt Ordinance No. 20-0017 establishing an expedited permitting process for electric vehicle (EV) charging stations, as required by Government Code Section 65850.7.

FISCAL IMPLICATIONS:
There are no fiscal implications associated with the recommended action.

BACKGROUND:
On July 7, 2020, at a publicly noticed meeting, the City Council voted unanimously to introduce Ordinance No. 20-0017 to establish an expedited permitting process for EV charging stations as required by Government Code Section 65850.7.

DISCUSSION:
The Ordinance formalizes the City's process for expedited review of EV charging systems.

Staff recommends that the City Council adopt Ordinance No. 20-0017 to add Chapter 9.07 to the Municipal Code to establish an expedited permitting process for EV charging stations.

ENVIRONMENTAL REVIEW:
The City has reviewed the proposed project for compliance with the California Environmental Quality Act (CEQA) and has determined that the project qualifies for a Class 1 categorical exemption pursuant to Section 15301, Existing Facilities, of the State CEQA Guidelines since the permitting and installation of electrical conveyances in an existing parking area to charge electric vehicles involves no expansion of an existing use.
