Recommended Action
RECOMMENDATION:
Staff recommends that the City Council adopt Resolution No. 20-0085 appointing Wolfgang M. Knabe as Interim Fire Chief and approval of an employment agreement with Wolfgang Knabe.

FISCAL IMPLICATIONS:
There are no fiscal implications associated with the recommended action, as the existing budget for the Fire Chief will be utilized for the Interim Fire Chief's salary.

BACKGROUND:
In order to provide a dedicated focus and ensure the continuity of operations within the Fire Department, the City Manager recommends bringing on board an interim Fire Chief. The California Public Employees Retirement System (CalPERS) governs the rules and regulations for the hiring of retirees from the pension system after the date of retirement. The attached resolution and employment agreement will ensure that CalPERS regulations are met in onboarding Interim Fire Chief Wolfgang Knabe.

DISCUSSION:
During the current vacancy for Fire Chief, the City Manager recommends the appointment of a qualified interim chief who has specialized knowledge and experience.

Mr. Wolfgang Knabe has forty years in the fire service, including almost 20 years in the rank of Chief. He retired from the City of Fullerton in 2018 where he served as Chief of the Brea-Fullerton Fire Department. Prior to Brea-Fullerton, he served as Fire Chief for the San Luis City Fire Department and in multiple roles for the Los Angeles Fire Department.
