Recommended Action

RECOMMENDATION:
Staff recommends that the City Council adopt Resolution No. 20-0034 approving contract amendment No. 1 with General Pump Company Inc. for $21,719 to complete the repairs of Booster Pump No. 4 at Peck Reservoir and authorize the City Manager to execute the amendment.

 

FISCAL IMPLICATIONS:

Sufficient funds are available within the existing Fiscal Year 2019-2020 Public Works Water Fund for these services. 

 

BACKGROUND:

The City operates and maintains the Peck Reservoir facility and pump station located at Peck Avenue and 19th Street, which provides potable water citywide for consumption and fire suppression purposes. General Pump Company, Inc. entered into the attached contract on October 1, 2019, for $49,884 to perform maintenance, evaluate the extent of other repairs needed, and make certain repairs of the failed booster pump motor located at this facility. That assessment began shortly thereafter.


DISCUSSION:

Inspection of the booster pump determined that additional motor components had failed and are in need of replacement, including impellers and a heavily corroded column pipe. The complete scope of work includes replacement of the submersible 125 horsepower motor, new column pipes, impellers, new epoxy sub bowls, and rebuilding of the pump, including bowl assembly, shafts, bearings and columns, for a total cost of $71,603.

 

Staff is satisfied that the fees charged by General Pump Company, Inc. to perform repair and replacement of the booster pump motor and other appurtenances are fair, reasonable and consistent with industry standards. Therefore, staff recommends that City Council approve an amendment with General Pump Company, Inc. for $21,719 and authorize the City Manager to execute the amendment.  The work is scheduled to be completed within a few weeks of the City’s issuance of a notice to proceed.

 

PUBLIC OUTREACH:
After analysis, staff determined that public outreach was not required for this issue.


ENVIRONMENTAL REVIEW:
The City reviewed the proposed project for compliance with the California Environmental Quality Act (CEQA) and determined that the project qualifies for a Class 1(b) categorical exemption pursuant to Section 15301, Existing Facilities of the State CEQA Guidelines. No environmental review is necessary.

LEGAL REVIEW:
The City Attorney has approved the agreement as to form.
