RECOMMENDATION:

Staff recommends that City Council adopt the Title VI Plan for the City of Manhattan Beach in order to receive $462,200 in grant funds to purchase four Dial-A-Ride buses and $540,000 for the Aviation Boulevard Sidewalk Installation Project.

FISCAL IMPLICATIONS:

The Metropolitan Transportation Authority (MTA) requires that the City adopt the Title VI Plan in order to receive the grant funds. If awarded, the grant funds will require a 10% ($111,555) match from the City. Staff will return to the City Council for project review and appropriation of funds when the buses are purchased. Funds have already been appropriated for the Aviation Boulevard Sidewalk Installation Project, and thus no additional appropriation is needed.

 

BACKGROUND:

Both the City of Manhattan Beach Public Works and Parks and Recreation Departments applied for grant money through the MTA’s Fiscal Year (FY) 2019 Solicitation for Proposals for the Federal Section 5310 Program, “Enhanced Mobility of Seniors and Individuals with Disabilities.”  Both projects received preliminary approval from MTA in November 2019 for funding.

 

Public Works will receive an award of $540,000 for the Aviation Boulevard Sidewalk Installation Project. This project will improve accessibility to the fixed route busing system by installing a new sidewalk segment and five Americans with Disabilities Act (ADA) compliant curb ramps on Aviation Boulevard between 33rd Street and the back entrance to the Manhattan Gateway shopping center. The required match of $60,000 will be provided using Measure R local return funds; no additional appropriation is required.

 

The Parks and Recreation Department will receive $462,600 for traditional capital assistance to procure four replacement buses for the Dial-A-Ride program. All four buses will be low-floor models, which are more customer friendly. The required match of $51,355 will come from the vehicle replacement fund.


DISCUSSION:

 As a recipient of federal funds under the Section 5310 Program “Enhanced Mobility of Seniors and Individuals with Disabilities,” the City would be required to adhere to Title VI of the Civil Rights Act of 1964, which prohibits discrimination on the basis of race, color, and national origin. Therefore, the attached Title VI Plan will need to be adopted and the City will continue to ensure the following:

                     City services are provided in a nondiscriminatory manner and the opportunity for full and fair participation is offered to all program participants and community members. 

                     This program has been prepared in accordance with Section 601 of Title VI of the Civil Rights Act of 1964 and Executive Order 13116 (Improving Access to Services for Persons with Limited English Proficiency).

 

PUBLIC OUTREACH:
After analysis, staff determined that public outreach was not required for this issue.

 

ENVIRONMENTAL REVIEW:
The City has reviewed the proposed activity for compliance with the California Environmental Quality Act (CEQA) and has determined that there is no possibility that the activity may have a significant effect on the environment; therefore, pursuant to Section 15061(b)(3) of the State CEQA Guidelines the activity is not subject to CEQA. Thus, no environmental review is necessary. Future CEQA review may be required when the projects return to City Council for project review and action.

 

LEGAL REVIEW:

The City Attorney has reviewed this report and determined that no additional legal analysis is necessary.
