RECOMMENDATION:
Staff recommends that City Council adopt the Title VI Plan for the City of Manhattan Beach in order to receive $462,200 in grant funds to purchase four Dial-A-Ride buses and $540,000 for the Aviation Boulevard Sidewalk Installation Project.

FISCAL IMPLICATIONS:
The Metropolitan Transportation Authority (MTA) requires that the City adopt the Title VI Plan in order to receive the grant funds. If awarded, the grant funds will require a 10% ($111,555) match from the City. Staff will return to the City Council for project review and appropriation of funds when the buses are purchased. Funds have already been appropriated for the Aviation Boulevard Sidewalk Installation Project, and thus no additional appropriation is needed.

BACKGROUND:
Both the City of Manhattan Beach Public Works and Parks and Recreation Departments applied for grant money through the MTA's Fiscal Year (FY) 2019 Solicitation for Proposals for the Federal Section 5310 Program, "Enhanced Mobility of Seniors and Individuals with Disabilities." Both projects received preliminary approval from MTA in November 2019 for funding.
