RECOMMENDATION:
Staff recommends that the City Council discuss and provide direction regarding a request by Mayor Pro Tem Montgomery and Councilmember Napolitano to consider a fee waiver request for third-party costs for the Manhattan Beach Fireworks. Body

FISCAL IMPLICATIONS:
The attached estimate from CSC Security is for $28,721, and the attached quote from Better Barriers for safety barricades for the event is $8,738. These costs are fully budgeted in the FY 2019-2020 Budget and will be paid by the City regardless of whether these fees are reimbursed by the event operator.

The total fee waiver request is for approximately $37,459 in third-party costs. The event operator is currently contributing $10,000 for the third-party costs for traffic management and portable toilets and event fencing.

BACKGROUND:
Pursuant to the Brown Act, the City Council cannot discuss items that are not on the agenda unless under limited circumstances. The City Council has developed a process to allow individual Councilmembers to request, with the support of another Councilmember, that items be placed on a future agenda for City Council discussion. On November 19, 2019, Mayor Pro-Tem Montgomery and Councilmember Napolitano requested that the Council consider a fee waiver request for third-party costs for the Manhattan Beach Fireworks.
