Recommended Action

RECOMMENDATION:

Staff recommends that the City Council:

 

1.                     Formally accept as complete the Manhattan Avenue and Highland Avenue Pavement Rehabilitation and Curb Ramp Improvements Project constructed by All American Asphalt;

2.                     Authorize filing of the appropriate Notice of Completion with the County Recorder’s Office; and

3.                     Approve the release of retention for $51,978 to All American Asphalt.

 

FISCAL IMPLICATIONS:

The Manhattan Avenue and Highland Avenue Pavement Rehabilitation and Curb Ramp Improvements Project construction contract award was for $1,027,048, with an

authorized construction contingency amount of $102,705, for a total construction budget of $1,129,753. The work was successfully completed for $1,039,595. The remaining unexpended project balance will be returned to the Streets & Highways Fund for re-appropriation to a future project.

 

BACKGROUND:

On January 16, 2018, City Council awarded a construction contract to All American Asphalt for construction of the Manhattan Avenue and Highland Avenue Pavement Rehabilitation and Curb Ramp Improvements Project. The boundaries of the street improvements were as follows:

 

                     Highland Avenue, between Homer Street and 10th Street

                     Manhattan Avenue, between Homer and 8th Street

 

The project included completing street overlays and adding or upgrading all adjacent curb ramps in order to comply with current Americans with Disability Act (ADA) requirements. Miscellaneous deteriorated curbs, gutters, and sidewalks were also replaced as needed.

 

DISCUSSION:

Construction began on March 2, 2018, and was completed on June 5, 2018. However, the work was not accepted by the City until all contractually required documentation for the curb ramp improvements and redlined as-built drawings were submitted by the Contractor, which Public Works received on October 30, 2019.

 

During the term of the project, the City processed three change orders:

 

                     A no cost change order to further clarify the documentation required to certify compliance with ADA requirements for the curb ramp installations included in the project.

                     An increase of $7,082 for additional contract quantities due to conditions encountered during construction.

                     An increase of $5,465 for materials and labor to paint/refresh red curbs within the project boundaries.

 

These change orders brought the total cost of construction to $1,039,595, which is below the authorized total construction budget of $1,129,753.

 

The project is deemed to be complete. All work was inspected by the Public Works Department and found to be in conformance with the plans and specifications. A Notice of Completion will be filed with the County Recorder and the retention amount of $51,978 will be release 35 days after recordation of the Notice of Completion.

 

PUBLIC OUTREACH:

The work was coordinated and scheduled to minimize the impacts of construction and maintain public access for area residents, businesses and the general public throughout the entirety of the project.

 

ENVIROMENTAL REVIEW:

The City has reviewed the proposed project for compliance with the California Environmental Quality Act (CEQA) and has determined that the project qualifies for a Categorical Exemption pursuant to Section 15301 Class 1 (repair and maintenance of existing public facilities, involving negligible or no expansion of use) of the State CEQA Guidelines.

The City Attorney has reviewed this report and determined that no additional legal analysis is necessary.
