RECOMMENDATION:
Staff recommends that City Council approve Amendment No. 1 to the Professional Design Services Agreement with Pacific Advanced Civil Engineering, Inc. (PACE) for an additional $149,810 for the Larsson Street Pump Station Upgrade Project (Pump Station Project), and authorize the City Manager to execute the Amendment.
FISCAL IMPLICATIONS:
The Larsson Street Booster Pump Station Upgrade Project is included in the Fiscal Year (FY) 2018-2019 approved Capital Improvement Program (CIP) and sufficient funds are available to complete the design scope of work for an additional $149,810, bringing to the total contract budget to $287,926. The Budget and Expenditure Summary is attached.
BACKGROUND:
The City’s potable water system consists of two pressure zones, the Main Pressure Zone and the Hill Area Pressure Zone, each of which have two booster pumps stations.
In the Hill Area Pressure Zone, the primary pump station is the Larsson Booster Pump Station, and the secondary pump station, which serves as its backup, is the 2nd Street Booster Pump Station. The 2nd Street station also provides primary fire protection to the Hill Area Pressure Zone. Combined, these two locations comprise this year’s Pump Station Project.
The City Water Master Plan (Plan) completed in October 2010 identified both of the Hill Area Pressure Zone pump stations as needing upgrades in the near future in order to address the insufficient capacity for meeting maximum daily demand and fire flow. Additionally, the Plan noted the potential difficulty in locating spare parts due to the age of the pump, as well as the impacts caused by excessive vibrations to an adjacent office building when the engine is running at the 2nd Street station.
In carrying out the Plan’s recommendations, on February 5, 2019, City Council awarded an agreement to PACE for Pump Station Project for $138,116 following a competitive Request for Proposals process. The scope of work included several assessments, including:
• Completion of a flow study to confirm existing conditions and shortcomings.
• An evaluation of the pump stations’ deficiencies and development of a report providing various repair/replacement alternatives for both the Larsson Street Booster Pump Station and 2nd Street Booster Pump Station.
• Development of plans and specifications for the Larsson Street Booster Pump Station to:
o Replace pumps and motors to increase pumping capacity and efficiency;
o Relocate an electrical control panel above ground;
o Improve vault ventilation;
o Install a pressure relief valve; and
o Assess the overall structural integrity of the vault itself.
While Larsson Booster Pump Station is the primary pump station in the Hill Area Pressure Zone, when peak domestic or fire flow demand is encountered, the 2nd Street Booster Pump Station provides backup water system pressure as well as primary fire protection. The 2nd Street Pump Station is situated in an underground vault immediately adjacent to an office building, and the existing natural gas engine that runs the pump station dates back to the 1970s. It experiences excessive vibration when running and spare parts are becoming more difficult to locate. In order to ensure adequate protection of this backup system, significant upgrades are recommended.
DISCUSSION:
The additional scope of work will include developing plans and specifications for the 2nd Street Booster Pump Station in order to address the vibrations, equipment concerns and the Plan’s overall recommendations to meet potable water demand in the Hill area. The work includes providing plans and specifications for:
• A replacement pump and engine skid, new interim boosters, updated mechanical piping, and modifications to the existing structure and electrical systems; and
• Increasing the size of the above ground electrical structure at Larsson Street Pump Station to accommodate the spacing requirements for the relocated electrical control panel.
These plans and specifications, along with the Larsson Street documents, will be used to bid the work needed to complete the entire Pump Station Project. The design services for the Larsson Street Pump Station are included in the Original Agreement dated February 5, 2019, and Amendment No. 1 will cover the additional cost of $149,810 for the 2nd Street Booster Pump Station, resulting in a new maximum compensation of $287,926.
PUBLIC OUTREACH:
No public outreach was conducted in preparation of recommending approval of this amendment. However, notices will be sent to residences adjacent to the work once the project progresses toward the construction phase.
ENVIROMENTAL REVIEW:
The City has reviewed the proposed project for compliance with the California Environmental Quality Act (CEQA) and has determined that the project qualifies for a Categorical Exemption pursuant to Section 15301 Class 1 (repair and maintenance of existing public facilities, involving negligible or no expansion of use) of the State CEQA Guidelines.
LEGAL REVIEW:
The City Attorney has reviewed this report and determined that no additional legal analysis is necessary.
