Recommended Action

RECOMMENDATION:

Staff recommends that the City Council discuss and provide direction on continuation of the analysis of contracting with the Los Angeles County Fire Department.


FISCAL IMPLICATIONS:

There are no fiscal implications associated with the recommended action at this time.

 

BACKGROUND:

At its August 21, 2018, meeting, City Council directed staff to obtain a preliminary feasibility analysis from Los Angeles County for potentially contracting for fire services with the Los Angeles County Fire Department (e.g., “Fire District”).

 

The City Manager formally requested a Fire District proposal in a letter dated September 24, 2018. On April 30, 2019, the Los Angeles County Board of Supervisors approved the “Feasibility Study for the Provision of Fire Protection, Paramedic and Incidental Services for the City of Manhattan Beach by the Consolidated Fire Protection District of Los Angeles County” and forwarded the document to the City.

 

At the September 17, 2019, meeting, staff provided the initial report to the City Council. At that meeting, Mayor Hersman notified the public that the item would be continued to a future Fire Study Session meeting to review and discuss the information provided in the County report.

 

At the October 15, 2019, meeting, City Council directed staff to agendize a discussion regarding the County Fire Feasibility Study on the November 5, 2019, City Council meeting agenda.


DISCUSSION/CONCLUSION:

Staff recommends that the City Council discuss and provide direction on continuation of the analysis of contracting with the Los Angeles County Fire Department.

 

Should City Council direct staff to continue its analysis, staff will schedule the community meeting/study session on the topic to engage the community on the issues and implications associated with contracting with the County of Los Angles for fire services.

 

Should City Council determine that no further evaluation is necessary, and terminate the analysis, no further action will be taken on this issue.

Consistent with City Council direction at the October 15, 2019, meeting, staff has created a webpage on the City’s website with information related to the County Fire Study. The information can be found in the “News” section of the City’s homepage and located at this link: <https://www.citymb.info/Home/Components/News/News/4622/43>. Additionally, consistent with precedent of all City Council meetings, posts and email notifications were sent to the City’s email subscribers and social media accounts to notify the public of the November 5, 2019, City Council meeting discussion.
