RECOMMENDATION:

Staff recommends that the City Council adopt Resolution No. 19-0100.

FISCAL IMPLICATIONS:

There are no fiscal implications associated with the recommended action, as the existing budget for the Information Technology Director will be utilized for the Interim Director’s salary.

 

BACKGROUND:

In order to ensure the continuity of operations within the Information Technology (IT) Department and ensure the successful implementation of major IT projects, the City Manager recommends bringing on board an interim director until a permanent director can be identified. The California Public Employees Retirement System (CalPERS) governs the rules and regulations for the hiring of retirees from the pension system after the date of retirement. The attached resolution and employment agreement will ensure that CalPERS regulations are met in onboarding Interim Information Technology Director Patrick Griffin.


DISCUSSION:

Information Technology Director Sanford Taylor resigned from the City to pursue another career opportunity, and his last day with the City was Friday, September 6, 2019. The City is in the midst of the implementation of two significant IT projects for the City, including the Enterprise Resource Planning (ERP) system and an online permitting solution, which require dedicated leadership and project management. To ensure the continuity of operations and effective project management of these significant projects, the City Manager recommends the appointment of a qualified interim director who has specialized knowledge and experience.

Mr. Patrick Griffin served in multiple finance and leadership roles for the City of Orange and City of Chino, culminating his City career in the role of Assistant City Manager. Since his retirement from the City of Chino, he has worked as a consultant and Vice President for SDI Presence, LLC (formerly NexLevel). In this role, Mr. Griffin completed numerous client projects for a variety of municipalities and special districts including IT assessments, strategic plans, IT governance engagements, and enterprise software system procurements. In addition, he served as project manager on both Enterprise Resource Planning (ERP) and Land Management System (LMS) applications. Specific to Manhattan Beach, he assisted the City with its IT Master Plan, and ERP system selection process and procurement. His career in local government, background in Information Technology, and familiarity with the City’s Information Technology plan, make him uniquely qualified to fill the role of Interim Information Technology Director. The attached Resolution fulfills CalPERS requirements to appoint Mr. Griffin to the interim role, effective Wednesday, November 6, 2019.

 

Staff is recommending that the Council adopt the attached Resolution, making the interim appointment effective the following day after City Council approval.

 

PUBLIC OUTREACH:
After analysis, staff determined that public outreach was not required for this issue.

LEGAL REVIEW:
The City Attorney has approved the resolution and employment agreement as to form.
