FISCAL IMPLICATIONS:
Sufficient funds are available in the Fiscal Year 2019-2020 Information Technology budget and will be included in future budgets.
BACKGROUND:
Since 1989, the City has been using Geographic Information System (GIS) to provide quality, effective, and streamlined services through the use of geospatial information, resulting in cost savings in the delivery of City services and operations. The Information Systems Master Plan (ISMP) identified the expansion of the City’s GIS as an enterprise-wide platform. In accordance with the ISMP directive to expand the City’s GIS presence, the City changed the contract with Esri from its individual workstation license cost structure to an Enterprise Licensing Agreement (ELA) in 2013.
The Esri Enterprise Licensing Agreement of 2013 supports existing and/or planned GIS services and integration with other ISMP projects such as EnerGov Land Management, Hyland OnBase Document Management, Work Order Management, Tyler Munis Enerprise Resource Management (ERP), and Asset Management solutions. Currently, the Fire Department can view fire hydrant maps on their mobile devices, and the Esri ELA provides future capabilities for more public safety GIS mapping resources to be developed. The current three-year ELA was renewed in 2016 and is scheduled to expire on November 24, 2019.
DISCUSSION:
Geographic Information System (GIS) integrates hardware, software, and data for capturing, managing, analyzing, and displaying all forms of geographically referenced information. It presents a graphical view to understand, question, interpret, and visualize data in many ways that reveal relationships, patterns, and trends in the form of maps, applications, reports, and charts. GIS assists in answering questions and solving problems by looking at data in a way that is quickly understood and easily shared.
Esri is the world's leading GIS software platform and the standard GIS solution used in Southern California. Nearly all city, county, and other agencies utilize Esri software. It is critical that the City of Manhattan Beach is on the same GIS platform as neighboring agencies for sharing data, resources, and expertise. This is especially true in GIS support for disaster planning and emergency response.
The ELA renewal provides three years of licensing, maintenance, and support at a total cost of $105,000 distributed over three equal annual installments of $35,000. The agreement offers nearly unlimited GIS software integrations, extension licenses, additional field users for ArcGIS Online (supports mobile devices), training discounts, and three annual Esri User Conference registrations.
The licensing, support, and maintenance costs for Esri products are sole-source with direct pricing from Esri. Therefore, staff recommends that the City Council waive formal bidding requirement in accordance with Manhattan Beach Municipal Code Section 2.36.140 (waivers), and adopt Resolution No. 19-0093 approving a three-year agreement to Esri for enterprise-wide GIS software licensing with a total value of $105,000.
PUBLIC OUTREACH:
After analysis, staff determined that public outreach was not required for this issue.
ENVIRONMENTAL REVIEW:
The City has reviewed the proposed activity for compliance with the California Environmental Quality Act (CEQA) and has determined that there is no possibility that the activity may have a significant effect on the environment; therefore, pursuant to Section 15061(b)(3) of the State CEQA Guidelines the activity is not subject to CEQA. Thus, no environmental review is necessary.
LEGAL REVIEW:
The City Attorney has approved the agreement as to form.
