Recommended Action

RECOMMENDATION:
Staff recommends that the City Council:

 

1.                     Authorize the City Manager to execute a Contract Change Order with Comet Electric Inc., for $275,119.83 under the Downtown Traffic Signal Upgrade Project contract for Additive Bid Item No.12: Traffic Signal and American Disabilities Act (ADA) Ramp Modifications at Highland Ave and 15th Street, including additional mobilization (Attachment);

2.                     Authorize the City Manager to approve additional work, if necessary, for up to $4,800.


FISCAL IMPLICATIONS:

The original Downtown Traffic Signal Upgrade Project construction award was for $924,524, with an authorized construction contingency amount of $138,678, for a total construction budget of $1,063,202. At the time of the contract award in 2018, sufficient funding was not available to award Additive Bid Item No.12 for Traffic Signal and ADA modifications at the intersection of Highland Ave and 15th Street. However, an additional $280,000 was budgeted from the Measure M fund in Fiscal Year 2019-2020 to cover the cost of the additional work at Highland Ave and 15th Street, inclusive of mobilization costs and contingency funds.

 

BACKGROUND:

On July 17, 2018, City Council awarded a $924,524 construction contract for the Downtown Traffic Signal Upgrade Project to Comet Electric Inc. and authorized an additional contingency of $138,678. The work consists of excavation, installation of new traffic signal poles, pole foundations, ADA ramps, conduit, pull boxes, utility relocations, asphalt concrete repairs to existing public improvements and all other appurtenant work as shown on the plans and delineated in the specifications. The work includes replacement of 36 aging traffic signal poles at the following four street intersections:

 

1.                     Valley Drive/Ardmore Avenue and Manhattan Beach Boulevard;

2.                     Highland Avenue and Manhattan Beach Boulevard;

3.                     Manhattan Avenue and Manhattan Beach Boulevard; and

4.                     Valley Drive/Ardmore Avenue and 15th Street.

 

Comet Electric, Inc. had also provided an additive bid for the Highland Avenue and 15th Street Traffic Signal as part of the original bid submittal. When additional funding became available in FY 2019-2020, the City took the opportunity to request this additive bid work in the form of a Contract Change Order at the unit bid rate, plus additional mobilization costs to expedite its completion, in lieu of going out to bid.  This approach advances the project by three to four months, thereby reducing City exposure to aging infrastructure, use of Public Works staff resources, and residential impact during the summer.


DISCUSSION:

The work at Highland Avenue and 15th Street involves replacement of seven traffic signal poles, excavation, pole foundations, ADA ramps, conduit, pull boxes, utility relocations, asphalt concrete repairs to existing public improvements, and all other appurtenant work.  The work is expected to be completed during the first half of 2020, along with the other four intersections included in the original bid.

 

Staff recommends that City Council authorize the City Manager to issue a change order to Comet Electric Inc. for $275,119.83 for Traffic Signal and ADA Modifications at Highland Ave and 15th Street, inclusive of mobilization costs, as well as $4,800 for contingency. Plans were previously approved with the original contract.

 

PUBLIC OUTREACH:
Staff will distribute construction notices to area residents, and maintained regular communication with the property owners to keep them abreast of the project schedule and impacts during construction for the new added location. 

 

ENVIRONMENTAL REVIEW:

The project is exempt from the provisions of the California Environmental Quality Act (CEQA). Per the CEQA Guidelines, the project is exempt pursuant to the following provision: Section 15304 (e), “Minor Alterations to Land”. No permanent environmental effects are anticipated; thus no further environmental review is necessary.


LEGAL REVIEW:
The City Attorney has reviewed this report and determined that no additional legal analysis is necessary.
