Recommended Action

RECOMMENDATION:

Staff recommends that the City Council:

 

1.                     Formally accept as complete The Strand Resurfacing Project constructed by EBS General Engineering, Inc.;

2.                     Authorize filing of the appropriate Notice of Completion with the County Recorder’s Office;

3.                     Approve the release of retention for $8,359.57 to EBS General Engineering, Inc.


FISCAL IMPLICATIONS:

The original construction award for The Strand Resurfacing Project was for $159,800, with an authorized construction contingency amount of $31,960, for a total construction budget of $191,760. The original contract work was completed at a cost of $167,191.37, leaving an unspent project balance of $24,568.63, which will become available for future projects in the Streets and Highways Fund.

 

BACKGROUND:

On February 5, 2019, City Council awarded a $159,800 construction contract for the The Strand Resurfacing Project to EBS General Engineering, Inc. and authorized an additional contingency of $31,960. The work included abrasive blasting of the existing concrete walking surface to increase surface traction for pedestrians; removing and repairing specific pavement and subgrade sections due to cracks or exposed rebar; and applying a sealant to the concrete surface.


DISCUSSION:

Construction began on February 27, 2019 and was completed on May 31, 2019. The City processed three change orders, two for additional concrete work, and one for reduction in total abrasive blasting quantities, totaling $7,391.37. This brought the total cost of construction to $167,191.37, which is below the total authorized construction budget of $191,760.  The funding summary is as follows:

The contractor has completed all work for a total construction cost of $167,191.37 and is now requesting formal acceptance of the project. The five percent retention amount of $8,359.57 will be released 35 days after recordation of the Notice of Completion with the County Recorder. All work inspected by the Public Works Department has been found to be in conformance with the plans and specifications and of good quality.

 

PUBLIC OUTREACH:
Staff distributed construction notices to area residents, and maintained regular communication with the property owners to keep them abreast of the project schedule and impacts during construction.


ENVIRONMENTAL REVIEW:

The project is exempt from the provisions of the California Environmental Quality Act (CEQA). Per the CEQA Guidelines, the project is exempt pursuant to the following provision: Section 15304 (e), “Minor Alterations to Land.” No permanent environmental effects are anticipated, thus no further environmental review is necessary.


LEGAL REVIEW:
The City Attorney has reviewed this report and determined that no additional legal analysis is necessary.
