Recommended Action

RECOMMENDATION:

Staff recommends that the City Council award Bid No. 1214-20 to Courtesy Chevrolet for the purchase of two budgeted Chevrolet Tahoe patrol vehicles for the Police Department in the amount of $79,574.24.

FISCAL IMPLICATIONS:

Funds totaling $121,103 are budgeted in the Fiscal Year 2019-2020 Fleet Management Fund for purchase and equipping of these vehicles. The vehicles cost $79,574.24.  The remaining budgeted funds of $41,528.76 will be used to outfit these vehicles with graphics and other necessary safety and communications equipment.

 

BACKGROUND:

The Fiscal Year 2019-2020 budget includes funding for the purchase of seven vehicles in the City’s fleet in order to retain service levels, reduce repair costs and provide for cost-effective fleet operations. 


DISCUSSION:

This purchase is for two replacement vehicles for the Police Department. The vehicles proposed to be replaced are over six years old with mileage ranging from 68,000 to 90,000, and have reached the end of useful serviceability for the department’s purposes. These vehicles are used by the patrol officers. The selection of the replacement vehicles has been approved by the using department and the City’s Equipment Maintenance Supervisor.

 

The Request for Bids was posted on the City’s website as well as BidSync, a public bid notification board. A total of four bid responses were received for these vehicles. The attached bid comparison indicates the lowest bid in bold font and lists the aggregate price including sales tax, fees, and payment discounts. 

 

Based on these bids, staff recommends that the City Council award Bid No. 1214-20 to the lowest responsive bidder, Courtesy Chevrolet, for the purchase of two Chevrolet Tahoe patrol vehicles in the amount of $79,574.24.   If this purchase is approved, the existing vehicles will be declared surplus and sent to auction for the highest attainable value.  The new vehicles will arrive in approximately 3-4 months.


PUBLIC OUTREACH:
This bid was advertised on the City’s website as well as BidSync, a public bid notification board.

 

ENVIRONMENTAL REVIEW:
The City has reviewed the proposed activity for compliance with the California Environmental Quality Act (CEQA) and has determined that the activity is not a “Project” as defined under Section 15378 of State CEQA Guidelines; therefore, pursuant to Section 15060(c)(3) of the State CEQA Guidelines the activity is not subject to CEQA.  Thus, no environmental review is necessary.

 

LEGAL REVIEW:
The City Attorney has reviewed this report and determined that no additional legal analysis is necessary.
