Recommended Action

RECOMMENDATION:

Staff recommends that the City Council (1) adopt Resolution No. 19-0076 appointing Richard Montgomery as the Council Representative and Suzanne Hadley as the Alternate to serve on the new Hawthorne Municipal Airport (KHHR) Communities Network Committee; (2) Appoint Richard Montgomery as the Council representative and Suzanne Hadley as the Alternate for the Los Angeles World Airports Community Noise Roundtable; and (3) Appoint Hildy Stern as the Council Representative and Richard Montgomery as the Alternate for the South Bay Council of Governments.

There are no fiscal implications associated with the recommended action.

 

BACKGROUND:

The City of Hawthorne maintains the Hawthorne Airport, which has approaching and departing flight paths that cross over residential properties to the east, west, and southerly directions. Residents of Hawthorne, neighboring cities, and communities of Los Angeles County unincorporated areas have contacted the City of Hawthorne with questions, concerns, and complaints about noise arising from the use of the KHHR.

 

On October 9, 2018, the City of Hawthorne adopted Resolution No. 8030 to encourage implementation of the Voluntary Pilot Guide and noise abatement procedures as a follow-up to the Federal Aviation Administration’s (FAA) approval of the Hawthorne Airport Noise Compatibility Program. On December 11, 2018, the Hawthorne City Council adopted the attached Resolution No. 8038 forming the KHHR Communities Network Committee. The Committee’s goal is to provide an informational forum, engaging representatives from communities affected by FAA established flight paths, pilots, flight operation managers, and FAA representatives in conversations aimed at finding ways to reduce and mitigate noise impacts on the surrounding communities.

 

DISCUSSION:

The initial KHHR committee is composed of 17 members appointed by regional businesses, groups, geographic areas, organizations, or municipalities. The City of Manhattan Beach was not originally in the list of identified members, however, representatives from the City of Hawthorne have indicated that a nomination made by the City of Manhattan Beach, will be considered by the Hawthorne City Council in the near future.

 

Regular meetings will take place at 6:00 PM at the Hawthorne Memorial Center or at the Hawthorne Municipal Airport on the second Wednesday of January, April, July, and October. 

 

City Council assignments are the discretionary responsibility of each Mayor to review the standing list of assignments to various government and community-related committees and make changes he or she feels are necessary. At the June 18, 2019, City Council meeting, the assignments were approved. Attached is the list of City Council assignments approved at the June meeting, with modifications indicated in redline.

 

In addition to assigning Councilmember Montgomery as the delegate and Councilmember Hadley as the alternate to the KHHR Communities Network Committee and the Los Angeles World Airport Community Noise Roundtable, Mayor Hersman has also recommended changes to the delegate and alternate for the South Bay Cities Council of Governments, to Councilmembers Stern and Montgomery, respectively.


PUBLIC OUTREACH:
After analysis, staff determined that public outreach was not required for this issue.


ENVIRONMENTAL REVIEW:
The City has reviewed the proposed activity for compliance with the California Environmental Quality Act (CEQA) and has determined that the activity is not a “Project” as defined under Section 15378 of the State CEQA Guidelines; therefore, pursuant to Section 15060(c)(3) of the State CEQA Guidelines the activity is not subject to CEQA.  Thus, no environmental review is necessary.

LEGAL REVIEW:
The City Attorney has approved the agreement as to form.
