Recommended Action

RECOMMENDATION:

Staff recommends that the City Council consider participation in the Beach Cities Partnership for Youth and appoint Mayor Hersman as the City of Manhattan Beach representative on the Steering Committee.

There are no fiscal implications associated with the recommended action.

 

BACKGROUND:

The Beach Cities Partnership for Youth includes more than 100 community partners in an effort to improve student mental health and well-being, while reducing substance abuse and bullying. The coalition does so by activating students, educating partners, and mobilizing the community around topics of student stress and substance use prevention.

 

The coalition has a 16-member steering committee who will lead the collective efforts of this initiative. The steering committee is responsible for developing the coalition’s infrastructure-bylaws, goals, and objectives-overseeing operations of the program, increasing coalition membership, strategic planning, and creating a sustainable work plan. It is comprised of a diverse cross-section of community members committed to issues related to substance abuse prevention and the well-being of the youth in our community.

 

The following individuals are coalition steering committee members:

                     John Connolly, PhD, Division Director, Substance Abuse Prevention & Control, Los Angeles County Department of Public Health;

                     Moe Gelbart, PhD, Executive Director, Thelma McMillen Center for Alcohol & Drug Treatment, Torrance Memorial;

                     John Gran, President, Redondo Beach Kiwanis and Councilman, City of Redondo Beach;

                     Joan Stein Jenkins, Deputy City Prosecutor, City of Manhattan Beach

                     Alice Kuo, MD, PhD, MBA, Professor and Chief, UCLA Internal Medicine and Pediatrics

DISCUSSION:

The Beach Cities Health District requested that Mayor Nancy Hersman serve as the representative from the City of Manhattan Beach as part of the 16-member steering committee.  As part of that committee, Mayor Hersman can be expected to attend quarterly planning meetings and sign a Coalition Involvement Agreement, which has been attached.

 

By supporting this coalition, the City of Manhattan Beach will reinforce its commitment to a healthy community and decreasing youth substance and alcohol use.

 

 

PUBLIC OUTREACH:
After analysis, staff determined that public outreach was not required for this issue.


ENVIRONMENTAL REVIEW:
The City has reviewed the proposed activity for compliance with the California Environmental Quality Act (CEQA) and has determined that the activity is not a “Project” as defined under Section 15378 of the State CEQA Guidelines; therefore, pursuant to Section 15060(c)(3) of the State CEQA Guidelines the activity is not subject to CEQA.  Thus, no environmental review is necessary.

LEGAL REVIEW:
The City Attorney has approved the agreement as to form.
