Recommended Action

RECOMMENDATION:
Staff recommends that City Council formally accept as complete the Morningside Drive Rehabilitation Project constructed by FS Contractors, Inc.; authorize filing a Notice of Completion with the County Recorder’s Office; and approve the release of retention for $6,678.40 to FS Contractors, Inc.


FISCAL IMPLICATIONS:

The Morningside Drive Rehabilitation Project construction contract award was $145,892, with an authorized construction contingency amount of $29,178, for total construction budget of $175,070. The work was successfully completed under budget for $133,568.  The remaining unexpended balance will be returned to the Streets and Highways Fund for re-appropriation for a future project.

 

BACKGROUND:

On February 5, 2019, City Council awarded a construction contract to FS Contractors, Inc. for the construction of the Morningside Drive Rehabilitation Project. Morningside Drive, between 10th Place and Manhattan Beach Blvd., is a Portland Cement Concrete (PCC) street that had compromised sections and required partial conventional slab replacement to restore its structural integrity. The work included full depth removal of the structurally damaged sections of concrete and replacement with new concrete that was tied in at designated joints.


DISCUSSION:

Construction began on March 7, 2019 and was completed on April 16, 2019. The Contractor has completed all contract work and is now requesting formal acceptance of project.  The retention amount of $6,678.40 will be released 35 days after recordation of the Notice of Completion with the County Recorder.  All work inspected by the Public Works Department has been found to be in conformance with the plans and specification and good quality.


PUBLIC OUTREACH:
The work was coordinated and scheduled to minimized impact to the area residents and businesses, and adjacent property owners were kept informed of progress and impacts throughout the project.

ENVIRONMENTAL REVIEW:
The City reviewed the proposed project for compliance with the California Environmental Quality Act (CEQA) and determined that the project qualifies for a Categorical Exemption pursuant to Section 15301 Class 1 (repair and maintenance of existing public facilities, involving negligible or no expansion of use) of the State CEQA Guidelines. A Notice of Exemption was filed with the Los Angeles County Clerk’s Office for the Project.

LEGAL REVIEW:
The City Attorney has reviewed this report and determined that no additional legal analysis is necessary.
